- Panels HB212 & S-2 Special Notice The Naval Surface Warfare Center Carderock Division (NSWCCD) hereby gives notice of intent to award a Sole Source Firm Fixed Price Commercial contract under the authority of FAR Part 6.302-1(b)(1)(ii) "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements", to Tencate Advanced Armor USA Inc. 1051 O NEILL DR. HEBRON, OH, 43025-9409 For: HB212 Panel-24"x 24 -3.0psf 30 each S-2 Panel- 24"x 24.2.6psf 20 each The basis for restricting competition is for the following reasons: Composite laminates that were fabricated using a proprietary high-pressure molding technique of TenCate were ballistically evaluated under the Office of Naval Research (ONR) contract N00014-13-C-0175. These laminates created via a molding process at a much higher pressure than specified in MIL-DTL-32398.(Processing details are proprietary) showed superior ballistic resistance compared to similar materials with the same areal density that are fabricated with a lower pressure molding system. The testing performed under this contract led to the decision to further explore the potential benefits of these materials and unique composite laminate processing capability of Tencate. The composite laminates being procured under this sole sourced justification will be molded using Tencate's proprietary high pressure molding technique. This notice of intent is NOT a request for proposals or quotations. No solicitation documents are available and requests for copies of a solicitation in response to this notice will not be honored or acknowledged. No contract will be awarded on the basis of offers received in response to this notice. A determination not to compete this proposed contract based on this notice is within the discretion of the Government. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the Government. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-92 dated 18 November 2016 and DFARS Change Notice 20161104. This acquisition will be processed under Simplified Acquisition Procedures (SAP). The associated North American Industry Classification System (NAICS) Code for the proposed contract action is 541330 which has a business size standard of $38,500,000.00. Interested parties may identify their interest to this requirement by submitting a capabilities statement no later than 28, December 2016. This notice of intent is NOT a request for competitive proposals. However, all responses received by 28 December 2016, will be considered by the Government. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
