- Synopsis of Tyndall AFB FL Civil Engineer BOS The 325th Contracting Squadron (325 CONS/LGCB) at Tyndall AFB, FL is conducting an acquisition for a follow-on Civil Engineering (CE) Base Operations Support (BOS) service contract. This pre-solicitation synopsis is being issued for non-personal services for Civil Engineering BOS services at Tyndall AFB, FL. Note: The description contained within this synopsis is a summary of the required services and is not intended to be all inclusive. Services include but may not be limited to maintenance and repair of facilities, infrastructure, real property and accountable real property installed equipment (RPIE) at Tyndall AFB, FL and any attached or related properties under the control of Tyndall AFB, FL. This includes (1) operations support, (2) infrastructure systems, (3) heavy repair, (4) facility systems activities, and (5) operations engineering. Broad examples of included activities are heating ventilation and air conditioning (HVAC) maintenance and repair, plumbing and electrical maintenance and repair, fire suppression maintenance, airfield maintenance, work request management, security alarm, structural maintenance and repair, and roof maintenance. This activity also maintains and operates base-wide CE customer interface. A single firm-fixed price (FFP) contract will result from the solicitation. There will be a 45-day mobilization period scheduled to begin on or about 16 Nov 2017. The contract shall consist of a 5-month base period (which includes a 45-day mobilization period), and will consist of four 1-year option periods, with a fifth option period of 7 months. The request for proposal (RFP) will be posted on or about 13 Jan 2017 and proposals are anticipated to be due on or about 22 Feb 2017. This will be an electronic solicitation release. A site visit is tentatively scheduled on or about 23 Jan 2017. Details of the visit will be published in a separate notice and no hard copies will be mailed. Solicitation, amendments, and other miscellaneous documents will be posted to the Federal Business Opportunities website at http://www.fbo.gov. It is the responsibility of each offeror to review the web page for notice of amendments, updates, or changes to current information. This requirement will be conducted under the Small Business 8(a) program and will be evaluated using a Tradeoff Source Selection Process. The factors to be evaluated are technical, past performance, and price. Past performance is significantly more important than price. All responsible 8(a) firms may submit a proposal which shall be considered. Contact with Government personnel other than the 325 CONS personnel listed below by potential offerors or their employees regarding this project is strictly prohibited. In order to be eligible for award, registration under the correct North American Industry Classification System (NAICS) code in the System for Award Management (SAM) database is required.
