- This is a SOURCES SOUGHT SYNOPSIS for acquisition planning purposes ONLY. NO FORMAL SOLICITATION FOR THIS WORK EXISTS AT THIS TIME. The Bureau of Reclamation (Reclamation) is seeking responsible sources having capabilities to perform construction modernization work for an elevator modernization project at the Hoover and Parker Dam facilities. All qualified concerns may submit capability statements for consideration. Capability statements received will be reviewed to determine the technical, administrative, management, and financial capability of such offerors to perform this type of work. The capability statements will be used to determine appropriate procurement strategy, in particular whether a set-aside or an alternate procurement strategy is warranted. The contractor shall: A. Furnish all engineering, materials, labor, tools, equipment, transportation, supervision, inspections, certification, and commissioning to modernize eight (8) elevators at Hoover Dam and two (2) elevators at Parker Dam. All work shall be complete and provide for in-place-functional elevator systems. B. Perform full preventive maintenance for a period of three (3) months after each elevator system has been certified and ready for use by authorized third-party inspectors. C. Provide equipment for, and establish, central control and monitoring stations at both Hoover and Parker Dam sites. D. Provide all training, manuals, and software for all elevators, controls, and monitoring systems. E. Provide all required tools, tool sets, and tool cabinets, required to maintain elevator systems in each machine room. F. Provide all spare components required to operate one complete elevator system at each site, Hoover and Parker Dams. G. Provide a complete set of as-built drawings in both electronic and hard-copy forms for all elevator systems 1. Drawings may be combined for identical systems. The Contractor bears the burden for ensuring that all legally required licenses and permits are obtained and renewed as specified by the regulating authority. Interested parties must be able to perform work during day and evening hours as well as weekends. Capability statements are to be submitted not later than 12/28/2016. The capabilities package should demonstrate the firm's experience and capability to perform the principal components of services listed above. Packages should include the following information: Provide (1) Business Name and Address, (2) Point of Contact to include E-Mail Address and Telephone Number, (3) DUNS (4) NAICS code(s) applicable to this requirement, and (5) Business Size and Type: 8(a), HUBZone, Women-owned, Service Disabled Veteran-Owned, Small Business, Large Businesses, etc, (6) Demonstrate ability to obtain bonding, (7) State firm's ability/flexibility to perform work Monday through Friday from 6:00 p.m. to 6:00 a.m. and weekends. (8) Next, demonstrate the firm's experience by providing a list of at least three comparable projects completed within the past five years in which your firm completed elevator modernization on comparable structures. If comparable experience is provided, firms must communicate how the project is 'comparable' to modernizing elevators in dams. All businesses are encouraged to limit responses to not more than 10 pages in length. The purpose of this notice is to gain knowledge of interest, capabilities and qualifications of potential contractors for solicitation planning purposes only. This is NOT a request for proposals and is NOT to be construed as a commitment by the Government. Responses to this sources sought notice will be used by the Government to make appropriate acquisition decisions. All interested sources must respond to future solicitation announcements separately from responses to this sources sought notice. No reimbursement will be made for any costs associated with providing information in response to this notice. When it is determined that a formal solicitation will be issued, a Pre-Solicitation Notice will be posted on the Federal Business Opportunities web site at http://www.fedbizopps.gov/. All responses to this Sources Sought Notice shall be provided to Gabrielle Steinau, Contract Specialist, via e-mail gsteinau@usbr.gov
