SOURCES SOUGHT: THIS IS ONLY A MARKET SURVEY FOR WRITTEN INFORMATION ONLY. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUCEMENT. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests. In order to protect the procurement integrity of any future procurement that may arise from this announcement, information regarding the technical point of contact will not be given and no appointments for presentations will be made. The U.S. Coast Guard is considering whether or not to set aside an acquisition for HUBZone Small Business concerns, Service-Disabled Veteran-Owned Small Business concerns (SDVOSB), 8(a) certified Small Business concerns, Woman-Owned Small Business concerns or Small Business concerns, or solicit Unrestricted. The applicable North American Industry Classification System (NAICS) code is 236220, with a small business size standard of $36.5 Million. The estimated value of the procurement is between $500,000 - $900,000. Performance and/or Payment bonds will be required. The U.S. Coast Guard is seeking Interested Vendors with successful past performance, current relevant experience, personnel/resources, equipment, and capability to perform the following work: The project goal is to repair several supporting systems to the Ship's Control and Navigation Training System (SCANTS) in Yeaton Hall, USCG ACADEMY, New London, CT including electrical, HVAC, and roofing systems. The SCANTS simulator will be replaced in 2017, and renovations are required to ensure proper functionality and protection of the new simulator. The current HVAC service is divided between numerous aging systems, some of which are nearing the end of their life and/or do not provide adequate service for the new simulator. This project will replace two (2) roof top units, three (3) window units, one (1) floor mounted computer room air conditioner, and two (2) DX split systems with a single 36 ton variable refrigerant flow (VRF) system. The current EPDM roof system is at the end of its life and has failed in several locations. A temporary TPO roof cover was installed in 2015, but is not a permanent fix. This project will remove all roofing to the structural tectum deck, and build up new insulation, EPDM membrane roofing, gutters, and copper flashings. This work will also replace six (6) interior cast iron roof downspouts within the middle wing of Yeaton Hall, several of which have failed and are out of commission. Electrical repairs which include relocation of the APC Power Condition within Bridge 2 to the nearby electrical utility space. This will involve running new feeder wires and conduit, and installing a new panel near Bridge 2. For HVAC to be removed, all associated electrical will be removed back to the panel. New electrical will be run to new VRF system. Period of Performance: The overall project performance period is estimated to be 20 weeks (considering equipment lead times), with on-site work limited to 13 weeks (3 July - 25 Aug 2017). Your response MUST include the following: (a) a positive statement of your intent to submit a proposal for this solicitation as prime contractor; (b) evidence of bonding capacity; (c) a statement identifying your certified small business designation (if any); and, (d) evidence of prior successful multi-discipline coordination in building renovation projects (specifically related to HVAC/Electrical/Roofing) -- to include contract numbers, project titles, dollar amounts, points of contact and telephone numbers. Your response is required no later than 27 DEC 2016. All of the above must be submitted in sufficient detail for a decision to be made on an applicable set-aside.
