DEPARTMENT OF VETERANS AFFAIRS VETERANS HEALTH ADMINISTRATION OFFICE OF INFORMATICS AND INFORMATION GOVERNANCE STRATEGIC INVESTMENT MANAGEMENT Title: Combined Business Architecture and Requirements Development Services Sources Sought Notice: Introduction: In accordance with Federal Acquisition Regulation (FAR) 52.215-3, Request for Information or Solicitation for Planning Purposes This Sources Sought (SS) is for information and planning purposes only at this time and shall not be construed as a solicitation or as an obligation on the part of the Department of Veterans Affairs (VA), Veterans Health Administration (VHA). Although "proposal" and/or "Offeror" may be used in this SS, any response will be treated as information only. Requirements: See attached Draft Performance Work Statement (PWS) (ATTACHMENT A). Submittal Information: Contractors having the skills and capabilities necessary to perform the stated requirements should submit a single spaced, 12 point font minimum, response to the information identified in the Sources Sought Notice. Please also submit a cover page which includes, at a minimum, the company s name, address, Dunn & Bradstreet (DUNS) number, General Service Administration (GSA) contract number (if applicable), point-of-contact name, phone number, and e-mail address. Companies shall provide clear and unambiguous evidence to substantiate their capability to fulfill the requirements outlined in this Sources Sought Notice. Please provide Company business size and status - (i.e., Large Business, Small Business, Service-Disabled Veteran Owned Small Business, Veteran Owned Small Business, Women-Owned Small Business, etc.) Any affiliate information (parent company, joint venture partners, potential teaming partners, and VA Mentor Protégé Program membership status), as well as the number of years in business should also be provided. Draft PWS Comments: The Government is seeking input and comments on the attached Draft PWS documents. While not restricting comments in any way, the Government is especially interested in receiving comments in the areas listed below: The IDIQ/BPA PWS: As demonstrated in the draft PWS for the IDIQ/BPA, the Government is attempting to describe the work in such a way that will allow for certain functional areas within the IDIQ/BPA to be fixed, unit prices to facilitate the ordering process. This will allow the Government to order certain work efforts under the IDIQ/BPA without the need for requesting voluminous quotations at the task order level. Provide any comments and/or questions with regard to this strategy. Specifically, the Government is interested in knowing if sufficient information is included in order for a potential Offeror to provide a fixed, unit price for certain functional areas within the IDIQ/BPA. Please identify any recommendations for understanding or clarity of requirements and terms and conditions. VHA is also interested in receiving comments relating to the type of technical information along with the PWS you recommend be included with a potential solicitation. Provide any comments and/or questions your company may have regarding the draft PWS What else has your company seen that could help better structure the draft PWS? Please identify any recommendations for additional functional categories as specified in the IDIQ/BPA to promote understanding or clarity of requirements and terms and conditions. VHA is also interested in receiving comments relating to the type of technical information along with the PWS you recommend be included with a potential solicitation. CLIN Structure: Please provide a sample Contract Line Item Number (CLIN) pricing structure. It is anticipated that this requirement will be solicited as an IDIQ/BPA with Defined and Undefined Firm Fixed Price Deliverables. What information would you need to price labor and level of effort at the Task Order Level. No phone calls will be accepted. It is requested that the above information be provided no later than Monday, January 9, 2016, 9:00am EST. All Email Correspondence for this project must reference the Project Title and Sources Sought Number in the subject line of the email. Example: OABI SHEP - VA701-16-N-0226. RESULTS INFORMATION: Sources Sought responses will not be returned; neither will Respondents be notified of the Government's evaluation of the information received. The Government may incorporate into the final version of the PWS any information or comment resulting from this request that is determined to be useful. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted under this Sources Sought.
