Description
NASA/JSC recently acquired a Gulfstream GV aircraft for long-range transport to support both the astronaut direct crew return mission as well as ongoing requirements in NASA's Earth Science Division (ESD). The aircraft is powered by two Rolls-Royce BR710 high-bypass turbofan engines. Due to the time-sensitive, global nature of the GV's mission set, the Aircraft Operations Division (AOD) requires a comprehensive engine maintenance plan that provides for scheduled and unscheduled maintenance and repair work, loaner engine delivery and installation, continuous engine monitoring, and overhaul support. NASA AOD has a long and successful history of operating and maintaining other Gulfstream aircraft and associated engines. NASA/JSC intends to purchase the Rolls Royce Corporate Care (RRCC) program, on a sole-source basis, to Rolls-Royce. RRCC is exclusive to Rolls-Royce and not available by any other source. Some discrete elements of the support provided as part of RRCC are available on the aircraft engine service market; however, RRCC is the only service available that provides all of the required elements for complete Rolls-Royce BR710 high-bypass turbofan engine maintenance and lifecycle sustainment. Due to the global, time-critical nature of the missions that will be performed by the GV, the ability of Rolls-Royce to provide immediate, worldwide support as part of this program is a unique and critical aspect of the program. The Government does intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 3:00 p.m. local time on January 3, 2017. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
