- Additional provisions, clauses, and information on the requirement. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. HSFE09-17-Q-0003 is issued as a Request for Quotation (RFQ) with the incorporated provisions and clauses in effect through Federal Acquisition Circular 2005-92 (November 18, 2016). There is no set-aside for this requirement. The NAICS code for this requirement is: 531110, Lessors of Residential Buildings which has a small business size standard of $27.5M. The basic requirement is: CLIN 0001: 12 Months (1/1/2017 - 12/31/2017) of housing for up to 20 individuals on Saipan, CNMI. • Housing for 20 Volunteers with up to 2 individuals/room for 12 months (January 2017 - December 2017) • Safe and Secure (windows; door(s) that lock; assessable ingress/egress - if multiple levels, secure stairs; indoor plumbing (restroom (shower/toilet), kitchen); air conditioning; fire suppression/ fire extinguisher) • Optional quantity of 3 additional months • Kitchens with stoves, no other appliances are required. • Utilities included CLIN 0002: 3 Month Option Period (1/1/2018 - 3/31/2018) of housing for up to 20 individuals on Saipan, CNMI. The following provisions/clauses apply to this requirement: 52.212-1, Instructions to Offerors -- Commercial 52.212-2, Evaluation -- Commercial Items, see attached RFQ 52.212-3, Offeror Representations and Certifications -- Commercial Items, include completed certification with quote. 52.212-4, Contract Terms and Conditions -- Commercial Items 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders -- Commercial Items, see attached RFQ for specific provisions and clauses included. The Defense Priorities and Allocations System (DPAS) and assigned rating for this requirement is DO-N2 - State, local, and tribal government emergency preparedness, mitigation, response, and recovery. Quotes are due no later than December 28, 2016 at 4:00 PM Pacific. Offerors shall submit 1 electronic copy (email) of the Technical Quote and one (1) electronic copy (email) of the Price Quote shall be submitted as two separate files, with the subject "Quote Submitted in Response to RFQ HSFE09-17-Q-0003" to: andrea.brunsman@fema.dhs.gov.
