- Draft MSW PWS Sources Sought Notice The Contractor shall provide all personnel, equipment, supplies, facilities, vehicles, transportation, tools, materials, supervision, and other non-personal services necessary to perform services and manage all MSW including Municipal Waste Collection Stations (MWCS). These operations include the collection, transportation, and disposal of nonhazardous solid waste generated at Fort Bliss, TX. This contract does not include the Fort Bliss Housing Areas. A single award Indefinite Delivery Indefinite Quantity (IDIQ) Contract for a non-personal services contract for Municipal Solid Waste (MSW) management to include collection and disposal will be awarded. All MSW shall be disposed off-site at the El Paso, TX Landfill or any other permitted municipal solid waste landfill.
