- NASA Goddard Space Flight Center (GSFC) intends to procure a Mosaic Focal Plate for detectors to support the Near Earth Observation Detection and Characterization (NEODaC) mission. The Mosaic Plate fulfills a project requirement to comply with the NEO system configuration. NASA/GSFC intends to purchase the item from GL Scentific (GLS). This fundamental technical expertise and intellectual property for the Mosaic Plate development resides with GLS. GLS designed and manufactured the Mosaic Focal Plane Array (FPA) Plate for the Infrared (IR) detector packages currently in use at the NASA/GSFC Detector Characterization Laboratory (DCL). The interface to the package are complex, and GLS has unique expertise on how to interface properly to the package to achieve the required tolerances. This procurement is limited to U.S. vendors only. The Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on December 28, 2016. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
