UPDATE: 14 December 2016: The purpose of this announcement is to notify interested offerors that Life Cycle Product-line Management (LCPM) Solicitation number has changed from W900KK-16-R-0030 to W900KK-17-R-0023 due to the new Fiscal Year. A new special notification entitled Life Cycle Product-line Management (LCPM) Pre-solicitation Conference and Site Visit Notification, W900KK-17-R-0023. The new location is where the draft and final solicitation will be posted to FBO. No basis for a claim against the Government shall arise as a result from a response to this announcement. --------End Notice------------- Life Cycle Product-line Management (LCPM) Site Survey Data Request For Information (RFI) As part of the LCPM contract award the Government intends to execute a delivery order for the Integrated - Military Operation on Urban Terrain (MOUT) Training System (I-MTS) program in which the offerors will propose several Continuous Technology Refreshments (CTR) at multiple I-MTS sites. Currently the CTR efforts will include five Combined Arms Collective Training Facilities (CACTF) and five Automated Shoot Houses (ASH) at US installations that will later be defined in the Request for Proposal (RFP). The RFP package for the delivery order will include a Statement of Work (SOW), Performance Specification, and Government site survey data. Only one LCPM site survey per system type is expected to be made available for the offerors to perform a contractor site survey (facilitated by the Government). In order to provide the above mentioned data with the RFP, the Government will perform independent site surveys on each fielding location and this data will be made available in the solicitation to all offerors to use in their proposal process. This RFI affords industry the opportunity to respond with their recommendations as to the Government's site survey data content to allow them to provide accurate Firm Fixed Price (FFP) proposals for the CTRs. The Government is requesting offerors provide formal suggestions to the data the Government will be collecting during the site surveys. Attached is a draft checklist (Attachment 1) that will be used by the Government's data collection team. Responses to this RFI should include information on how to improve the checklist as well as general recommendations for relevant data gathering at the I-MTS sites. Additionally provided are inventory examples (Attachments 2 & 3) to help industry understand the magnitude of the systems the Government will be surveying. These inventories provide additional insight to the types, age, quantity, etc. that should be expected as part of a CTR (specific details will vary with each location) as well as an example of the inventory detail that will be provided in the RFP. Draft LCPM CTR SOW (Attachment 4) provided as reference document for the anticipated I-MTS delivery order. The Government requests interested contractors provide information to help the Government ensure all necessary data is collected during site surveys to then be provided as part of the LCPM solicitation: 1. Provide feedback on Attachment 1 (draft Site Survey Checklist). 2. Provide a recommendation on what additional information should be collected by the Government and provided in the solicitation for the CTR efforts. 3. Provide any other related feedback to improve the site survey plan and the solicitation process.
