- This is a notice of intent to award a Sole Source Procurement. This is not a Request for Quotation or Proposal. No contract will be made on the basis of this notice. The purpose is to allow interested parties to assess and explain their capability to perform the work described. The U.S. Department of Homeland Security (DHS), Science and Technology (S&T) Directorate intends to issue a sole source purchase order to the American Society Testing and Materials (ASTM) for Committee E54 Standard Licenses. ASTM, as a standards development organization, developed this standard in an open consensus process. However, it must maintain control of the content and distribution of the standard by charging a nominal fee which is a customary practice amongst standards organizations. Interested parties may submit their capabilities to this notice. All responses must demonstrate clear and convincing evidence that another organization will satisfy the government's requirement. Responses must be received no later than 9:00AM, EST, Tuesday, January 3, 2017.
