- PRESOLICITATION NOTICE : INTENT TO SOLE-SOURCE INTENDED SOURCE : National Institute of Building Sciences (NIBS) PERIOD of PERFORMANCE : February 6, 2017 - February 5, 2018 with 4 option years. PLACE OF PERFORMANCE: 10 Causeway St. Boston, MA 02222 DESCRIPTION OF REQUIREMENT: The US General Services Administration intends to issue a sole source solicitation, for a Firm-Fixed Price (FFP) contract with the National Institute of Building Science for access to use the ProjNet and DrChecks Design and Construction Software. This software is highly unique and is utilized by Department of Veterans Affairs (VA), National Aeronautics and Space Administration (NASA), Naval Facility Engineering Command (NAVFAC), U.S. Army Corps of Engineers (USACE), U.S. Department of State, Overseas Building Operations (OBO) to exchange information between all tiers of designers, consultants, builders, suppliers, and manufacturers. The NAICS code for this requirement is 511210. This Notice of Intent to Sole Source is provided to advise that the Government intends to solicit and negotiate a Sole Source, Firm-Fixed Price contract with only one source the National Institute of Building Science (NIBS). This procurement is to provide GSA with access to the ProjNet and DrChecks software which is a secure, integrated, internet-based suite of construction design, communication and database tools. ProjNet software is used by GSA's Acquisition Management Division (AMD) to provide the secure information exchange amongst all tiers of designers, consultants, builders, suppliers, and manufacturers to allow for GSA to manage its design reviews of construction projects. The ProjNet software suite (including DrChecks) is maintained through a Cooperative Research and Development Agreement between the United States Army Corps of Engineers (USACE) ERDC CERL and the NIBS. Access to the ProjNet suite is administered through a license agreement between the United States of America, as represented by the Secretary of the Army, and the NIBS. No other software or service offers compatibility with DrChecks or the ProjNet software suite. Without renewal of the GSA DrChecks subscriptions GSA will not be able to coordinate its construction projects with the USACE as USACE regulation 1110-1-8159 requires the usage of DrChecks for all designs. This contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals and no solicitation will be made available. Any responses received will only be considered for the purpose of determining whether to conduct a competitive procurement in lieu of the sole source contract described in this notice, and such determination shall be made at the sole discretion of the Government. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the requirement. If no responses are received, the government will proceed with the sole source acquisition. The Government will not pay for information submitted and any quotation/response should be emailed to Erin McIntyre at Erin.McIntyre@gsa.gov by Thursday December 30, 2016. Only electronic responses will be accepted.
