- This is a notice of intent, not a request for a quotation. A solicitation document will not be issued and quotations will not be requested. The Government intends to award a fixed price purchase order to Thermo Fisher Scientific, Ashville, NC 28803. The Department of Transfusion (DTM) at the National Institutes of Health (NIH) Clinical Center (CC), Bethesda, MD has a requirement to procure the services listed below: 1. Steri-cult 3310 incubators 16 each 2. HERAcell 150i SST incubators 4 each 3. Steri-Cult 3307 20 each The service contract for these items will be for (1) one year starting 01/1/2017 - 12/31/17. This service for these machines shall include the following Key Features: • Priority onsite repair • Annual onsite preventive maintenance • All labor, parts and travel time covered 100% • Priority depot repair • Unlimited priority phone & email support Base Coverage Exclusions: Consumable items such as light bulbs, gaskets, O-rings, vacuum/rotor grease, grease, batteries, rotors, rotor buckets, TBA filters, chart recorder pen's, paper, Non factory installed accessories, buy-in parts and engineering specials. Complete system replacement is not covered under contract. The Cell Processing Section (CPS) is responsible for the manufacture of human cells and tissue-based products utilized in phase I/II clinical protocols for transplantation, adoptive immunotherapy and gene therapy conducted in the Clinical Center at the NIH. Cell processing procedures are tailored to each of the 30 or more different patient-care clinical research protocols supported. CPS manufactures cellular therapy products from more than 800 collections from patients or healthy donors per year. The products manufactured by the laboratory are used to treat NIH CC patients with cancer, hematological malignancies, marrow failure, genetic immune disorders and autoimmune diseases. The incubators are used for patient cell culturing. Thermo Fisher, the incubator manufacturer, must come for evaluation, perform PM and repair as necessary of each incubator. They are responsible to restore the incubator back to operation per manufacturer specification. It is the sole source for the (manufacturer) Thermo Fisher Incubator 3310. There is no other know source which and provide the necessary parts to fit in its incubators. The PM is required to continue to be compliant with manufacturer, FDA regulation. It is required by DTM-QA in order to put the incubators back into service for patient cells culture. Without the incubator, CPS (Cell Processing Section) can't resume culturing any cells for patient care for treatment.
