Project No.: 6TX0689 City, State: San Marcos, TX Agency: Social Security Administration Date: 10/13/16 The purpose of this memorandum is to document the file for the absence of competition and clarify other documentation requirements for lease contract actions that do not exceed the Simplified Acquisition Threshold for leases (SLAT) of $150,000.00 net annual rent and whose total contract value is anticipated to be below $650,000. Since the net annual rent does not exceed the SLAT, additional justification is not required in accordance with GSAM 570. Check one of the items below: _____ Market research was performed on __________ and did not identify any potential acceptable locations. The Lease Contracting Officer recommends moving forward with a Renewal. Direct negotiations with the current lessor will be initiated to secure a succeeding/superseding lease. The cost of the lease is expected to be fair and reasonable based on the current market conditions, existing lease requirements, and the continuing need for occupancy. __X__ Market research was performed on 10/7/2016 (Date) and identified potential acceptable locations. A cost-benefit analysis was performed (attached) and resulted in a cost savings to the government of $257,213.95, therefore the Lease Contracting Officer has determined that there is only one responsible source. The Lease Contracting Officer recommends moving forward with a RENEWAL. Direct negotiations with the current lessor will be initiated to secure a RENEWAL. The cost of the lease action is expected to be fair and reasonable based on the current market conditions, existing lease requirements, and the continuing need for occupancy. _____ Market research was performed on __________ (Date) and identified potential acceptable locations. The Lease Contracting Officer has determined that there is only one responsible source. Due to the nature of the lease action, the current state of the market, and the simplified nature of the proposed lease action, the Lease Contracting Officer has determined that competition requirements have been satisfied and direct negotiations with the identified source will be initiated to secure a lease. The cost of the lease is expected to be fair and reasonable based on the current market conditions. ____________________________________________________________________________________
