- Purpose: This synopsis is issued to provide a notice to the public for project information to be performed in support of the Indian Health Service (IHS). IHS is seeking a qualified Contractor for the construction of a Residential Quarters Building for the Pine Ridge Hospital. This project is located at the Pine Ridge Hospital, East Highway 18, Pine Ridge, SD 57770. Authority: IHS (Division of Engineering Services (DES)) is issuing this synopsis in accordance with FAR Part 5.204 Pre-solicitation Notices. Description: The proposed contract listed here is 100% set-aside for small business concerns. The Government will only accept offers from small business concerns. All other firms are deemed ineligible to submit offers. This is a new procurement. It does not replace an existing contract. No prior contract information exists. A Sources Sought was issued on 18 August 2016 in order to conduct Market Research. This is a Pre-solicitation Notice. The Request for Proposal, including all specifications and drawings, will be available on or around 13 January 2017 and shall remain open for approximately 30 calendar days, on www.fbo.gov, under the solicitation number 16-161-SOL-00039. This date is subject to change. Hard copy documents including drawing will NOT be available - all documents for proposal purposes will be posted at the website for download. A pre-proposal conference/site visit is currently scheduled for 24 January 2017 at 10:00 am MST, and will be held at the Pine Ridge Indian Health Service, Pine Ridge, SD 57770. There will be a site visit held for each seed project and they will be held consecutively, immediately following the pre-proposal conference. Interested Contractors are highly encouraged to attend the pre-proposal conference. *Note: This date/time/location is subject to change and will be confirmed upon the issuance of the solicitation. This is not a solicitation announcement for proposals, and no contract will be awarded as a result of this notice or any follow-up information requests. In order to protect the procurement integrity of any future procurement, if any, that may arise from this notice, information regarding the technical point of contact will not be given and no appointments for presentations will be made. The anticipated work includes, but is not limited to: Background: The 45 bed Pine Ridge Hospital, serving a Sioux Indian population of more than 17,000, is the largest in the Great Plains Area. A 16 physician staff sees medical, obstetrical, pediatric, and surgical patients. The facility located in Pine Ridge, South Dakota, includes full service general surgery, an obstetrical ward, and dental. Kyle and Wanblee Health Centers and three health stations (Allen, Manderson, and Porcupine) operate within the Pine Ridge Service Unit. The Scope of Work for the proposed project includes construction of a 19,728-square foot, single story apartment building per the drawings and specifications. The new apartment building will be used as staff quarters at the Pine Ridge IHS housing compound. Civil sitework will include excavation for footings/foundation, and construction of necessary utilities to tie into existing systems. Sitework will also include construction of driveway and parking areas, and construction of a geothermal well field. The apartment building foundation will be a slab on grade with perimeter footings below frost level. Apartments will consist of eight "efficiency apartments", eight "one-bedroom" apartments, two "two-bedroom" apartments, and one "one-bedroom accessible" unit. The apartment building will also include common areas such as hallways, and mechanical and janitor spaces. Contractor supplied equipment will include some appliances and furniture. In accordance with FAR 36.204(g) Disclosure of the magnitude of construction projects, the estimated cost range of this construction requirement is between $5,000,000 and $10,000,000. The North American Industry Classification System (NAICS) Code is 236116 New Multifamily Housing Construction, with a Small Business Size Standard of $36.5 million. Competitive Acquisition: It is anticipated that this requirement will be procured in accordance with FAR Part 15, Contracting By Negotiation and subject to FAR Part 36, Construction and Architect-Engineer Services. Contract Type: Indian Health Service intends to award a Firm Fixed Price (FFP) Construction Contract in support of this requirement. THIS ANNOUNCEMENT IS NOT A REQUEST FOR PROPOSAL. Period of Performance: The Period of Performance is anticipated to be 540 calendar days from the date of notice to proceed. IMPORTANT NOTICE: In formulating the Qualifications submission, potential respondents should consider that FAR 52.219-14, which will be incorporated into any resultant contract, requires the Prime Contractor to perform services under the contract equivalent to 15% or more of the contract value in personnel costs throughout the life of the contract. All bidders shall be registered and verified in the www.sam.gov. This notice is for informational purposes only and is not a request for submission of offers. No other information is available other than what is noted herein, until issuance of the solicitation. No bidder list is maintained.
