Description
This solicitation is a "REQUEST FOR INFORMATION" only for the proposed contract work listed in the requirements section below. This Sources Sought Notice is not a request for formal proposals or quotes. Plans and specifications are not available at this time. Responses to this Sources Sought must be received by email or fax no later than the date specified in the response section. This intent of this sources sought is for market research to make appropriate acquisition decisions and to gain knowledge of potential qualified Service Disabled Veteran Owned Small Businesses, 8(a), HUBZone and other Small Businesses interested and capable of performing the proposed contract work. Documentation of technical expertise must be presented in sufficient detail for the Government to determine that your company has the capability and experience to compete for this acquisition. Responses to this notice shall include the following: (a)Company Name (b)Address (c) Point of contact (d) Phone, fax, and email (e) Unique Entity Identifier (DUNS number) (f) Bonding Capacity (per contract) (g) Type of small business, e.g. Services Disabled Veteran Owned Small Business, 8(a), HUBZone, Women Owned Small Business, Small Disadvantaged Business, or Small Business HUBZone business: (h) Provide a Listing of your highway/bridge construction experience within the last 3 years where you were the prime contractor for work of similar type and scope. Include contract numbers, titles, locations, dollar amounts. Requirement The proposed contract action is for a firm-fixed-priced construction contract. The primary objective of the proposed project is to construct a new bridge for access to refuge located in Ridgefield, WA. The project is 0.68 miles long and includes bridge construction over a navigable water way and BNSF mainline tracks, MSE retaining walls, approach embankments, soft ground improvements, culverts, utility line relocations, bridge demolition, and surfacing gravels. Some of the technical requirements may include but are not limited to the following: Bridge is built over Mainline BNSF track: •Sole access road to the site has to cross these track via a public crossing. •Awarded contractor will need to obtain a permit directly from BNSF for working over and near their tracks. •BNSF tracks permit will require insurance requirements, drug testing, flagging, track time, work attire, three levels of certifications for safety of each employee, etc. In-water work: •Acoustical monitoring will need to be performed. •PH along with a suite of other waters quality parameters will need to monitored and recording during shaft installations. •US Coast Guard permit that is there to protect the rights of River Users and preserve river navigation. River traffic control will need to be setup and managed during construction. Closures of waterway will need to coordinated through US Coast. •If temporary work bridges are utilized, contractor will need to submit a separate navigation bridge permit which is estimated to take 6 to 9 months. •Seasonal restrictions on various construction operations due to presence of ESA fish species. •Shafts in the river are over 100 feet deep and 10 foot in diameter. Shaft will need to build via barge, work bridge, work platform, or other means selected by the contractor. NAICS Code 237310, Highway, Street, and Bridge Construction apply to this procurement with a size standard of $36.5 million. Estimated Price Range: Between $5 million and $7 million. Response: Responses to this Sources Sought Notice should include all information requested in (a) through (h) above. Determination by the Government not to compete this proposed contract action based on responses to this notice is solely within the discretion of the Government. The Government is not obligated to nor will it pay for or reimburse any costs associated with responding to this sources sought synopsis request. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. Any offeror capable of providing this service shall respond to this sources sought by e-mail to wfl.contracts@dot.gov or by FAX to 360-619-7932 no later than January 3, 2017, 1400 PT.
