- Draft SOW for comment This is a draft Statement of Work for the National Institutional Strengthening (NIS) acquisition planned by USAID/Guatemala. USAID/Guatemala requests that interested parties provide the following information in your response that should not exceed five pages of 12 point Times New Roman font: 1. Please state how likely your organization is to submit an offer as a prime contractor in response to the final RFP. 2. Please comment on how achievable your organization perceives the Performance Standards and Acceptable Quality Levels. 3. Does the SOW provide sufficient flexibility for the contractor to adapt implementation approaches without requiring a contract modification? 4. Please provide feedback on any aspect of the SOW. As you review the SOW, please note the following: USAID/Guatemala is contemplating a performance-based service acquisition. As such, what would usually be identified as "expected results" are termed "performance standards". It is USAID's intention to request that offerors propose acceptable quality levels, quality assurance plans (which in many cases will likely equate to indicators), and methods of surveillance wherever TBD at time of Award is written. The final negotiated AQLs, QAPs, and Methods of Surveillance will be included in the award. Please send all responses to: guatemalaproposals@usaid.gov
