Description
Dworshak Surface Air Cooler Units Sources Sought Notice: W912EF-17-R-SS12 This is a SOURCES SOUGHT SYNOPSIS and is for informational/market research purposes only. THIS IS NOT A REQUEST FOR PROPOSALS, QUOTATIONS OR BIDS, NOR A SYNOPSIS OFA PROPOSED CONTRACT ACTION UNDER FAR SUBPART 5.2. Proposed project will be a competitive, firm-fixed price contract. The type of solicitation to be issued will depend upon information received in response to this sources sought announcement. No reimbursement will be made for any costs associated with providing information in response to this sources sought announcement or any follow up information. Responses to this sources sought announcement will be used by the Government to make appropriate acquisition decisions. NO SOLICITATION IS CURRENTLY AVAILABLE. This is not a request to be placed on a solicitation mailing list and is not to be construed as a commitment by the Corps. The results of this survey will be considered to be in effect for a period of one year from the date of this notice. The purpose of this notice is to gain knowledge of potentially qualified Large and Small Businesses (SB),8(a), Small Disadvantage Business (SDB), Woman Owned Business, Service-Disabled Veteran Owned Small Business (SDVOSB), or HUBZone prime contractor business sources and their size classifications relative to the North American Industry Classification System (NAICS) code of 333415 - Machinery Manufacturing - Air Conditioning and Warm Air Heating Equipment and Commercial Industrial Refrigeration Equipment; small business size standard is 1,200 (number of employees). The Classification Code is 41. Depending upon the responses in the large and small business categories listed above, the solicitation will either be set aside in one of the latter categories or be issued as unrestricted open to both small and large businesses. Limitations on Subcontracting: The prime contractor, in accordance with FAR clause 52.219-14 Limitations on Subcontracting paragraph(c)(3) General Construction will perform at least 15 percent of the cost of the contract, not including the cost of materials, with its own employees. After review of the responses to this notice, and if the Government still plans to proceed with the acquisition, a separate solicitation announcement will be published in the FEDBIZOPPS (WW.FBO.GOV). Responses to this SOURCES SOUGHT SYNOPSIS are not adequate response to any future solicitation announcement. Summary of Scope of Work: This is a supply only requirement with the construction of air coolers being done off site at a manufacturing facility. This project is for generator units 1 and 2 of Dworshak Dam Powerhouse. Dworshak Dam is located on the North Fork Clearwater River, northeast of Ahsahka, Idaho and approximately 150 miles southeast of Spokane, Washington. This Contract is for the supply and delivery of generator surface air coolers, thermocouples, wiring and thermocouple mounting hardware including, but not limited to: a. The development and delivery of Surface Air Cooler Design Calculations and b. manufacturer's shop drawings. c. Construction of twelve generator surface air coolers. d. Shop assembly and pressure testing of all generator surface air coolers. e. The supply of thermocouples, wiring, and thermocouple mounting hardware. f. Delivery of generator surface air coolers, thermocouples, wiring, and thermocouple mounting g. hardware. h. Furnishing Operation and Maintenance Manuals and as-constructed drawings. General Information There are six (6) coolers per main unit. There are two (2) different types of air coolers. Three (3) are Arrangement "A" and the other three (3) are Arrangement "B". The water used to transfer heat from the air coolers is provided by pumps located in the tailrace and is transferred through 8 inch pipes to the air cooler supply headers. New Coolers The original coolers are straight plate fin tube type with water boxes on either end. Provide new surface air coolers, for both Units 1 and 2, using extruded finned tubes. The Contractor will use the same design for both units. Reference drawings show the details for the existing coolers and the piping. The new coolers are required to have the same general dimensions as the existing coolers so that they fit with the existing piping and cooler supports in the generator housing. Modifications to the mounting technique, mounting clasps, supports, and flanges are not permitted. The existing generator air cooler design data is as follows: Number of Coolers per unit: 6 Manufacturer: Perfex Corp. Medium Passed Over Fins: Air Medium Passed Through Tubes Water Air Flow (Each Cooler): 14,500 CFM Hot Air Temperature: 169.16 F Cold Air Temperature: 104 F Max. Pressure Drop of Air: 0.64 inches of water Water Flow (Each Cooler): 166.67 GPM Water Inlet Temperature: 68 F Water Outlet Temperature: 78.1 F Max. Pressure Drop of Water: 1.1 PSI Water Box Material: Not Known Tubes: 90-10 CuNi ASTM B111 Fins: Copper Tube Sheets: Muntz Metal Frame: Not Known (most likely steel) Heat Load: 1512 kW Construct the new surface air coolers for safe operation at a working water pressure of 50 psi. The total combined cooling capacity of the six (6) new coolers is required to be a minimum of 1550 kW per main unit, 258.5 kW per air cooler. The surface air coolers will provide sufficient cooling capacity to maintain the temperature of the air leaving the coolers at 104 degrees F (40 degrees C) or less, when the water inlet temperature is at its maximum of 68 degrees F (20 degrees C) with the generator delivering rated output, including the fouling factor. Design using a tube fouling factor of no less than 0.002 hrs*ft^2*degrees F/btu. The existing cooling water flow rates for each unit has been verified by the Project. Use 955 gallons per minute per generator unit or 159 gallons per minute per cooler when verifying the design calculations. Interested firms should provide the following: A) A list of current or past projects (at least 3) demonstrating technical experience and ability to provide generator surface air coolers, thermocouples, wiring and thermocouple mounting hardware. Provide a listing of clients with similar contracts, the dollar value of the contract, timeframe, and other details pertinent to this requirement. Include a statement detailing any special qualifications and certifications, applicable to the scope of this project, held by your firm and/or in-house personnel. B) A reference list for each of the projects submitted in A) above. Include the name, title, phone number and email address for each reference. C) Documentation certifying the production of "extruder fin" heat exchangers. D) Provide a statement that your firm intends to submit an offer on the project when it is advertised. E) Cage Code and DUNS number.
