NO PHONES CALLS PLEASE This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Bureau of Indian Affairs (BIA) Southern Plain Regional Office intends to award a one year contract Request for Proposal (RFP) Request natural gas supply from a third party vendor beginning on March 1, 2017 through February 28, 2018 for meter 0405018076, Please base service and contract on "Balance Us" terms, which means we only pay for what we utilize. Riverside Indian School expects to be fully balanced at the end of each month on the ONG (OneOK) pipeline and any penalties/cash-outs will be the responsibility of the supplier. Over the past three years, the school has used on average 8207 Dekatherms per year. Fifty percent (50%) of first of the month nominated volumes should be bid at a Firm-Fixed price beginning on March 1, 2017 through February 28, 2018. This shall include any and all fees. The remaining 50% shall be bid at the "Index" plus $___________ per MMBtu plus all applicable charges. The "Index" shall be defined as the price for such month as identified in the first monthly issue of Inside FERC Gas Market Report. The adder fee shall be firm fixed rate for the duration of this contract. Offerors proposal shall be guaranteed for 45 days. Firm fixed price for 50% of natural gas supply: $______________ per Dekatherm "Index" plus adder fee ($_______________ per Dekatherm). This fee is firm fixed for the duration of the contract. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, and does not contain the clause at 52.215-2, Audit and Records - Negotiation. (1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor's directly pertinent records involving transactions related to this contract. (2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. (AUG 2011) Contract Administration Data DOI ELECTRONIC INVOICING Electronic Invoicing and Payment Requirements - Invoice Processing Platform (IPP) (September 2011) Payment requests must be submitted electronically through the U. S. Department of the Treasury's Invoice Processing Platform System (IPP). "Payment request" means any request for contract financing payment or invoice payment by the Contractor. To constitute a proper invoice, the payment request must comply with the requirements identified in the applicable Prompt Payment clause included in the contract, or the clause 52.212-4 Contract Terms and Conditions - Commercial Items included in commercial item contracts. The IPP website address is: https://www.ipp.gov. Under this contract, the following documents are required to be submitted as an attachment to the IPP invoice: Invoice on company letterhead showing amounts of natural gas supplied by the vendor. The Contractor must use the IPP website to register, access and use IPP for submitting requests for payment. The Contractor Government Business Point of Contact (as listed in CCR) will receive enrollment instructions via email from the Federal Reserve Bank of Boston (FRBB) within 3 - 5 business days of the contract award date. Contractor assistance with enrollment can be obtained by contacting the IPP Production Helpdesk via email ippgroup@bos.frb.org or phone (866) 973-3131.
