CONTACT INFORMATION IS ALSO IN THE BODY OF THIS SYNOPSIS************* NASA/MSFC has a requirement for the renewal of Hardware Maintenance of the ImaGen and iHawk rackmount Systems plus peripheral devices and NightStar Software. NASA/MSFC intends to purchase this service from Concurrent Computer Corporation (CCC) on a sole source basis. Competition is impractical for the following reasons: 1. CCC provides the ImaGen and iHawk systems with their proprietary RedHawk Linux real-time operating system as well as the certification for these systems. Because of the complexity of the real-time computing, the systems running the real-time operating system must be certified by the provider of the systems. 2. CCC's proprietary RedHawk Linux real-time operating system is the real-time operating system currently used throughout the Integrated Avionics Test Facilities (IATF) labs. They guarantee the real-time performance of these systems and the peripheral input/output (I/O) hardware meets these standards. They are the only provider that can provide the maintenance for this software and these iHawk and ImaGen systems as well as the peripheral I/O devices. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to Renatta America by email, renatta.r.america@nasas.gov no later than 4:30 p.m. EST on December 23, 2016. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. NASA Clause 1852.215-84(NOV 2011), Ombudsman, is applicable.
