Responses to SRP-4 Industry Day Questions Copy of Industry Day Briefing; briefing held March 2016. ***UPDATE: Responses to Industry Day Questions This notice serves to provide potential offerors additional information in support of the SRP-4 Industry Day that was held on 1-2 March 2016 in Albuquerque, NM. The SRP-4 briefing slides presented at the general Industry Day session and the Government's response to industry's one-on-one session questions are now available. The Government's response to questions on the draft SRP-4 Performance-based Work Statement and Sections L and M are also posted. All responses to questions provided in this announcement are based on the best information available at the time. The updated Small Rocket Program (SRP) acquisition strategy is approved. These responses are for information only. Final requirements will be included in the RFP. The Industry Day was well attended and the industry feedback provided has driven a number of strategy updates. The initial draft acquisition strategy combined suborbital and orbital efforts into multiple award Indefinite Delivery/Indefinite Quantity (IDIQ) contracts that did not include Firm Fixed Price (FFP) as a contract type option. The updated SRP draft acquisition strategy utilizes multiple award IDIQ contracts for suborbital missions and individual contracts for orbital missions (orbital missions will be competed as mission needs arise). Additionally, depending on mission requirements, FFP contracts may be used. The suborbital IDIQ contract is now referred to as the Sounding Rocket Program-4 (SRP-4), the follow on to the Sounding Rocket Program-3 contract. The combination of suborbital and orbital contracts is encompassed in the draft Small Rocket Program (SRP) Acquisition Strategy. The SRP Bidder's Library is now accessible to interested parties by request only. The library provides a collection of relevant program guidance and reference documents not generally available on a public basis, to which offerors may need access in order to develop high quality proposals. Parties interested in accessing the SRP Bidder's Library should send their requests to the email addresses below. The requests should include: company name and Commercial and Government Entity (CAGE) code; and email and phone number for the company's point-of-contact. Foreign firms are advised they will not be allowed to participate in this acquisition at the prime contractor level. In order to provide potential offerors additional insight into the overall SRP-4 requirements and acquisition strategy, DRAFT Sections L and M of the solicitation are now available for SRP-4 interested parties to review. The Government is requesting industry feedback on DRAFT Sections L and M, focusing particularly on technical volume contents and corresponding page count, sample mission requirements, and technical factors and subfactors. Feedback and comments are due back no later than 10 working days from the date of this posting, and will be welcomed at the SRP-4 Industry Day. Small Business Tracking Number: 16-051 ************** **Update** This is an administrative change to the last paragraph of the Small Rocket Program -4 (SRP-4) Industry Day Announcement, posted February 18, 2016. The schedule for the United States Government Rideshare Working Group (USGRWG) has evolved since the original planning for this event. The USGRWG briefs will be scheduled on 2 March 2016 with a back-up date of 3 March 2016 for overflow, rather than March 3 rd and 4 th. ****** The Air Force Space and Missile Systems Center, Launch Systems Enterprise, Experimental Launch and Test Division (SMC/LEX), Rocket Systems Launch Program (RSLP), Kirtland AFB, NM, intends to contract for suborbital launch services of ballistic targets, and orbital launch services for small (0-400lb) payloads to low earth orbit under the auspices of the Small Rocket Program (SRP)-4. The SRP-4 Government team would like to conduct an Industry Day, the objective of which is to provide potential offerors insight into the SRP-4 requirements (see attached draft SRP-4 Performance Work Statement (PWS)) and the acquisition strategy, and to solicit industry feedback. The Industry Day will be held in Albuquerque, NM on Tuesday March 1st and Wednesday March 2nd. A general session will be held on March 1st from 0830hrs to 1200hrs to present overview information about SRP-4. Due to space constraints, participation for the general Industry Day session is limited to two representatives per firm. Contractors may request an optional half-hour breakout session between Government and Contractor representatives to have more detailed discussions about the effort. Breakout sessions will be scheduled from 1330hrs to 1600hrs on March 1st and 0800hrs to 1600hrs on March 2nd. Firms may bring up to four representatives, if necessary, to participate in the breakout sessions. Questions will be allowed during the general session as well as the one-on-one sessions. The location of SRP-4 Industry Day is: The Aerospace Corporation City Place Office Building 2155 Louisiana Blvd NE #5000 Albuquerque, NM 87198 Interested parties, regardless of business size, are invited to attend. However, foreign firms are advised that they will not be allowed to participate in this acquisition at the prime contractor level. The research and test data produced under a resultant contract may contain Military Critical Technology List (MCTL) information whose export is restricted by Export Control Act (Title 22, U.S. Sec 2751, et seq.), or the Export Administration Act of 1979, as amended (Title 50, U.S.C., App. 2401, et seq.). Only those companies who are on the Qualified Contractors Access List (QCAL) may receive such information. RSVPs should be sent to the email addresses below not later than 25 February and should include: company name and Commercial and Government Entity (CAGE) code; name, nationality, security clearance and title of all attendees; email and phone number for the POC; and, whether attendees wish to schedule an individual breakout session between their company and the Government. Thirty-minute time slots for interested attendees will be scheduled during the times listed above; therefore, RSVPs should indicate any time constraints. During the one-on-one sessions, the Government would like prospective offerors to provide feedback on the SRP-4 requirements and acquisition strategy. A final schedule to include one-on-one sessions will be provided to identified POCs not later than 29 February.
