- Fatigue Tester Performance Work Statement FA8224-17-R-0014 Solicitation Fatigue Tester Utah Wage Determination This is a solicitation prepared in accordance with FAR Part 12 Acquisition of Commercial Items and FAR 13 Simplified Acquisition Procedures. This announcement constitutes the only solicitation and quotes are being requested. The OO-ALC/PZIMB, Hill AFB Utah, intends to solicit, negotiate, and award a Firm Fixed Price contract for services and travel (as necessary) to provide maintenance services to calibrate and certify four (4) Servo-hydraulic Fatigue Test Machines and associated equipment for 809 Maintenance Support Squadron (MXSS). The contractor shall provide labor, tools, parts, supplies, equipment, lodging, transportation, and other items necessary to perform on-site calibration of the Fatigue Test Machines and associated equipment located at Hill Air Force Base (HAFB), Utah. These machines are used for fatigue testing of aircraft components, specimens, or stackups that mimic a specific part of an aircraft to better characterize meantime before failure of an aircraft. This requirement will not include personal services or inherently governmental functions. The contractor shall comply with the attached Performance-based work statement (PWS) dated November 28, 2016 in its entirety. The award will be made to the responsible party whose proposal conforms to the solicitation and PWS, which will be most advantageous to the government. The Government reserves the right to not make an award at all. Responses should include: (a) Company Name (b) Company Address (c) Company Website (d) Company Point of Contact and Phone Number (e) Type of Business and business size (Small Business, Large Business, 8a Small Business, Hub zone Small Business, or Service Disabled Veteran Small Business) (f) Number of Employees (g) Facility cage code (h) Whether U.S. or Foreign-Owned Firm. (See AFMC MP5305.207(c) (91)) Be advised all firms must be registered with the Central Contractor Registration (CCR) and Online Representations and Certifications Applications (ORCA) through the System for Award Management (SAM) at www.sam.gov. Payment terms are Net 30 days after government acceptance in Wide Area Workflow (WAWF). All payments are to be paid via the Internet through the WAWF system. WAWF may be accessed at https://wawf.eb.mil. WAWF training may be accessed online at http://wawftraining.com. Payment information may be accessed using the DFAS website at https://www.dfas.mil. Your purchase order/contract number or invoice will be required to inquire status of your payment. All correspondence sent via e-mail shall contain a subject line that reads "FA8224-17-R-0014 Fatigue Tester". Note that e-mail filters at Hill AFB are designed to filter e-mails without subject lines or with suspicious subject lines or contents (i.e.,.exe, or.zip files). Therefore, if this subject line is not included, the e-mail may not get through the e-mail filters. Also, be advised that.zip or.exe files are not allowable attachments and may be deleted by the e-mail filters at Hill AFB. If sending attachments with e-mail, ensure only.PDF,.doc, or.xls documents are sent. The e-mail filter may delete any other form of attachments.
