Description
Draft PWS Purpose This is a Sources Sought Notice (herein referred to as a Request for Information) issued by the Department of State, as described in Federal Acquisition Regulations (FAR) Sub-Part 15.201(c)(7). The purpose of the RFI is to obtain market research, pursuant in FAR Part 10, Market Research, and to identify business capable of performing the function described herein. Respondents shall clearly identify their business status (Small, HUBZONE, 8(a), women-owned, etc.), in the first paragraph of their response. The Department of State is interested in the capabilities of small businesses only to perform the services. This is a Request for Information announcement only. This is not a solicitation or request for proposal and in no way commits the Government to award a contract. The Government does not intend to award a contract(s) based solely on the submission of this Request for Information nor does it intend to pay for any costs incurred in response to this announcement. The Department of State reserves the right to terminate this request and change its requirements if needed. Responding to this Request for Information does not guarantee participation in future Department activities. The NAICS Code is 541910 - Marketing Research and Public Opinion Polling. Background The Bureau of Consular Affairs' (CA) is seeking a service provider to acquire statistical data and research to estimate the overall demand for passport books, passport cards, and other potential passport products. Statistical data and information will aide Passport Services (CA/PPT) in developing demand projections monthly, semi-annually, annually and across multiple years as desired. The survey results and subsequent analysis will be used for budgetary purposes and optimal allocation of staff and resources. This gathering of data will also provide the opportunity to refine volume and timing estimates on demand, and will gauge public reaction to economic and socio-demographic changes. Period of Performance (See enclosed draft PWS) The performance period will commence at the time of contract award and cover a period of 12 months, with an option to renew annually for a total period of 60 months. Security Requirements There is no security Requirement. RFI Response Content/ Format/ Questions Instructions 1. The Request for Information (Capability Statement) response should be concise and focused and not exceed five (5) pages excluding cover pages, table of contents etc. Font size should be 12 point, Times New Roman; single sided, and prepared in Microsoft Word and converted into.pdf format. 2. Sale brochures, videos, and other marketing information materials are not solicited and will not be reviewed. 3. Do not submit cost or price information with the response. 4. All correspondence shall be via E-mail. No telephone related to this Request for Information will be accepted. 6. Failure to comply with any of these instructions may result in removal of the response from the Department's RFI/market research analysis. The Department is under no obligation to request clarification or additional information not provided in the initial response. 7. All documents should be submitted in.pdf format and submitted via E-mail attachment. 8. Respondents shall submit an electronic copy of their capability statements via email to TysonMR@state.gov. The due date and time for submission of responses is 10:00 AM (ET) January 5, 2017. Content A viable interested party shall demonstrate, in any capability statement submitted, the company's capabilities to meet customer's requirements. A viable interested party shall provide relevant, applicable examples of previous work or solution implementations, to include client points of contact. 1. Company Name and Address; 2. Contact Name, Title, Phone Number, Fax Number, and E-mail Address; 3. Organizational history brief and capabilities statement; 4. Geographic location(s) of office(s) and number of employees at each domestic location; 5. Include any available government-wide vehicle information corresponding schedule number; 6. Small and Disadvantaged Business categorization(s) under NAICS Code 541910, if applicable; 7. Provide a complete response to each to the Questions/Inquiries listed below. Question/Inquiries 1. Provide a description of how you intend to meet the requirements stated in this RFI. The description shall discuss how your company conducts research where it is expected to accurately monitor, assess and forecast, on a continuous basis, products and services demand for its client? 2. Provide a summary of your company's relevant experience in providing services of this type with statistical tools to include the methodologies used. 3. Provide a summary of how your company has improved your client's business processes. 4. Provide a summary of the target demographic and cite the length/period of each study. 5. Quantify the amount people did your company reached during any given period of time (i.e. one month, three month, annually, etc.). 6. Provide a summary of your company's ability to hire and maintain qualified staff to conduct Computer Assisted Telephone Interviewing. 7. Provide an a summary of how your company has prepared required documentation to the Office of Directives Management in compliance with the Paperwork Reduction Act (PRA) and OMB directives as it relates to any of your relevant previous research studies. 8. Provide a summary of your company's relevant experience in providing services of this type with public opinion polling; survey and market research; data analysis; modeling and forecasting; program evaluation skills.
