- Amendment 0001. Offer must acknowledge receipt of this amendment prior to the hour and date specified in the solicitation. FAILURE OF YOUR ACKNOWLEDGMENT TO BE The U.S. Army Corps of Engineers, Philadelphia District, intends to initiate a Request for Quote (RFQ) to procure 9,000 gallons of Lube Oil - 40HDX/MIL-L-2104 Engine Lubricating Oil for the U.S. Army Corps of Engineers Hopper Dredge McFARLAND. The contractor shall meet the requirements listed under 33 CFR.154. Supplier shall have 200' of hose and both female and male 2" cam lock fittings. The contractor shall deliver the barge or tanker truck(s) of the 9,000 gallons of Lube Oil to the Dredge McFARLAND which is located at Colonna's Shipyard in Norfolk, Virginia. The contractor shall be able to deliver the fuel within 7 days after contract award. The contractor shall be responsible with coordinating with the Government before delivery. The NAICS code is 324191 and the size standard is 750 employees. This procurement is 100% set-aside for small business. Your company must be considered a small business under the NAICS code in the System for Award Management (SAM) website. This acquisition will be awarded to the lowest priced offer that meets the specifications of the Statement of Work. The Solicitation Number W912BU-17-T-0007 will be issued on or about 14 December 2016 with a closing date of or about 20 December 2016 at 1400 hours. Hard copies will not be available and written or fax requests will not be accepted. The official media of distribution for this RFP is the web. Contractors may download the solicitation (including any drawings) and any amendments via the Federal Business Opportunities (FedBizOpps) web site at www.fbo.gov, on or after the issue date. It is the offeror's responsibility to monitor the FedBizOpps web site for any amendments. Interested firms must register at FedBizOpps in order to access the solicitation. Offerors are responsible for printing copies of the RFP and any amendments. All offers are to be submitted via email to megan.m.mcmullen@usace.army.mil and justin.chung@usace.army.mil within the timeframes stated above. All contractors are required to be registered in the DOD System for Award Management by award (SAM) before award as required by FARS 4.605. Also, firms who receive a federal contract in excess of $25,000.00 are required by legislation to submit an annual VETS-100 Report on your employment of targeted veterans.
