- Technology Insertion Hardware (TIH) Draft Performance Work Statement The Naval Undersea Warfare Center (NUWC) Division Keyport is seeking industry input to develop a solicitation that will maximize competition for the development, integration, and production of Technology Insertion Hardware (TIH). TIH is the latest generation of display, processor, and network requirements in support of the Navy's Submarine Warfare Federated Tactical Systems (SWFTS) family of systems. Equipment to be obtained under a resulting contract is used in Mission Critical/Essential Systems on board submarine platforms of different variants and configurations. Components consist of but are not limited to Commercial, Off-The-Shelf (COTS) equipment that is uniquely configured for the particular platform and system to satisfy workstation, processor, file server, or other network requirements. The Government anticipates issuing a C-type contract with Contract Line Items (CLINs) for Production, Non-Recurring Engineering Services, Other Direct Costs, and Data Submittals. The CLINs may include a mix of Cost-Plus Incentive Fee, Cost-Plus Fixed Fee, and Cost Reimbursable. The resulting contract is anticipated to be seven (7) years for the design and production of Technology Insertion (TI)-20 and TI-22 submarine baselines and will include base and option CLINs. The NAICS code is anticipated to be 334511, with a Small Business Size Standard of 1,250 employees. This will be a full and open, unrestricted competitive solicitation. The Navy intends to release a Request for Proposal on or about 17 April 2017. An Industry Day is scheduled for 31 January 2017 at AECOM, 300 M St SE, Room 414, Washington, DC, 20003 from 10:00 a.m. to 12:30 p.m. Space is limited to three (3) attendees per company. JPAS/VISIT REQUESTS ARE TO BE SUBMITTED NO LATER THAN 20 JANUARY 2017. Please also notify the Contract Specialist, Stephanie Peterson, of your intent to attend at stephanie.a.peterson@navy.mil. Questions and comments received at Industry Day, along with Government response, will be published. A list of attendees will also be published. A DRAFT copy of the Statement of Work is attached for review prior to Industry Day.
