Description

This market survey is issued in accordance with FAA Acquisition Management System (AMS) paragraph, 3.2.1.2.1 to obtain necessary information to determine whether adequate competition exists to conduct a competitive procurement The National Information Display Replacement Systems (IDSR) is an integral part of the National Air Space system (NAS) which has a requirement to sustain and maintain, without interruption, Second -Level Maintenance activities for the NAS Information Display System (NIDS). The NAS Information Display System (NIDS) was awarded on May 28, 2010 and is planned to end on June 30, 2017. NIDS is currently being deployed to 41 networks, for a total of 925 workstations located at 96 sites. The system provides rapid retrieval and display of a wide range of weather, operational support, and administrative information to air traffic controllers and other required users in the terminal environment. The system consolidates operational information to provide a tool to exchange information that impacts the control of air traffic. There are restrictive data rights to certain parts of the NIDS software code. Vendors must either have data rights or have access to the restricted rights software code it in order to meet the requirement of this market survey. The restricted rights software consists of the FLEX-IDS source code that is proprietary to All Weather, Inc, Advanced Installer by Caphyon Ltd., and JPedal by IDR Solutions. All responses must include details regarding acquiring Data Rights to the restricted rights software. If any vendor believes it has the capabilities necessary, it must demonstrate relevant experience, within the past five (5) years for the same work or work similar in scope and include the number of Subject Matter Experts (SMEs) available and the level of knowledge and relevant experience in each of the following areas: 1.Knowledge, experience, and familiarity with information display architecture and software development. 2.Second-Level Maintenance activities that include Software Maintenance Process, Software Maintenance Operating Procedures, Verification and Regression (V&R) Testing Process, Change Request/Problem System Analysis Team CR/PSAT Process, CAS Maintenance Process, and Critical Thread Review Process. 3.Experience at testing information display software in standard debug test environment 4.Experience in formal test environment simulating operational FAA Air Route Traffic Control Center 5.Experience in requirements modification/development and site support 6.Experience in testing interfaces on information display systems. 7.Experience in developing site-specific information display systems software test plans. 8.Experience identifying and documenting site-specific and national problem reports and change requests The estimated period of performance for this requirement is anticipated to be a contract for a 12 month base year, plus four (4) one-year options, if exercised. For a total estimated period of performance not to exceed five (5) years. The Principal North American Industry Classification System (NAICS) size standard code for this requirement is 541330, Engineering Services, with a Small Business Size Standard of $15 million. Interested vendors must submit the attached Business Declaration form. Responses must not exceed 10 pages in length. All pages for the submission must conform to the following format: Minimum 10 point-font, 8.5 x 11size paper, one inch margins, single sided, no fold outs and all proprietary information should be clearly marked in the responses. All responses must be received by the Contracting Officer via her email no later than 4PM Eastern Time on Wednesday, January 26, 2017. Submission must be in either Microsoft Word (.docx) or portable document file (.pdf). Responses will not be returned. The announcement is NOT A SCREENING INFORMATION REQUEST (SIR) o REQUEST FOR PROPOSAL (RFP). The FAA is not seeking or accepting unsolicited proposals. The responses to this market survey will be used for informational purposes only and must not be construed as a commitment or a promise to contract by the Government. The Government is not liable for costs associated with the preparation, submittal of inquiries or responses for this announcement and will not reimburse any firm for cost incurred in responding to this public announcement. Responses will not be returned. The FAA will not pay for any information received or costs incurred in preparing the response to the market survey. Therefore any cost associated with the market survey submission is solely at the interested vendor's expense.
