Description
Competencies Underlying the ECQs RFI Request for Information Title: Selection Assessments Measuring the Executive Core Qualifications Introduction: The U.S. Office of Personnel Management (OPM) has a need to develop assessments for selecting individuals into the Senior Executive Service. The Senior Executive Service includes most managerial, supervisory, and policy positions classified above General Schedule (GS) grade 15 or equivalent positions in the Executive Branch of the Federal Government. OPM would like to learn what assessments, to be used for selection purposes, industry has available or can develop to measure the competencies falling under the Executive Core Qualifications (ECQs). The ECQs are required for entry to the Senior Executive Service and are used by many departments and agencies in selection, performance management, and leadership development for management and executive positions. The ECQs were designed to assess executive experience and potential in relation to non-technical competencies. The ECQ competencies and their definitions are provided in the attachment. OPM has published guidelines for the Senior Executive Service qualifications found here: https://www.opm.gov/policy-data-oversight/senior-executive-service/reference-materials/guidetosesquals_2012.pdf. The assessments OPM plans to develop for this effort are an expansion of the merit staffing selection methods described in this document. Questions: 1. What assessment solutions, measuring the competencies underlying the ECQs, can industry provide or develop to select individuals into the Senior Executive Service? Please be specific in describing the assessments, the approach to measuring the competencies, and evidence to support their validity. 2. What unique approaches can industry provide in reporting the results of the assessments for use by decision-makers as well as for developmental purposes by applicants? 3. OPM will need to administer these assessments across the United States as well as internationally. What method of administration can industry provide in delivering these assessments? 4. What pricing options can industry provide to eliminate recurring costs for the Government associated with using the assessments? If recurring costs cannot be eliminated, how can they be minimized?
