This procurement will be conducted in accordance with non-commercial procedures outlined in the Federal Acquisition Regulation (FAR) Parts 15 and 19.8 for the re-competition of all Operations & Maintenance (O&M) services of the PIADC, also known as the Center-wide Support Program (CWSP). These services include animal care, operations, maintenance, business administration, technical services (e.g. biosafety and environmental), health clinic services, science and operational procurements, and fuels management. The Government anticipates the primary type of contract used for this requirement will be a Cost-Plus-Award-Fee (CPAF), with proportionately smaller Firm Fixed-Price (FFP) type effort. The majority of work to be performed under this contract will be issued through the first Task Order, for "core services" with anticipated period of performance to include a Base Year Period and Nine (9) 12-month option periods. A 90 day transition period will be part of the Base Year. Future Task Orders may be issued for "non-core services" projects for which the Government cannot predetermine the precise quantities nor the time period for delivery. Pending funding availability, the Contracting Officer will have the option to issue the resultant task orders as a FFP, T&M, CPFF, and/or CPAF, depending on the nature and complexity of the work defined under the Task Order. A mandatory 2-day pre-proposal site visit is part of this solicitation along with many other proposal submittal requirements. Potential offerors are highly encouraged to carefully read the instructions in Section L, "Instructions, Conditions, and Notices to Offers".
