- Performance Work Statement This RFI is for market research purposes only. Responses to this Request for Information (RFI) are not considered offers and cannot be accepted by the Government to form a binding contract. Respondents should not submit any proprietary information when responding to this RFI. Respondents should also note that the Government will not return any information submitted in response to this RFI. The Government is not responsible for any costs incurred by respondents regarding any responses to this RFI. Respondents must submit capability statements that clearly define the firm's ability to provide the items stated in this RFI. The requirement is for a contractor to provide to the Defense Language Institute Foreign Language Center (DLIFLC) highly qualified personnel for executing on-going language instruction requirements as Contract Military Language Instructors (hereafter referred to as Contract MLIs): See the Performance Work Statement for details regarding technical and personnel requirements. Period of Performance March 8, 2017 to March 7, 2022 (base + 4 opt. yrs.). The work will be performed on site at the Presidio of Monterey, Ord Military Community, or at local out of class activities that are approved by the Office of the Provost in accordance with DLIFLC Regulation 350-10. On-site contract personnel will provide support during normal duty hours which are 0745 hours until 1645, Monday through Friday excluding one hour of lunch break. THIS RFI IS NOT A REQUEST FOR PROPOSAL. It is a market research tool (FAR Part 10) being used to determine potential large and small business firms capable of providing the services described herein prior to determining the method of acquisition and issuance of a Request for Proposal. The NAICS contemplated for this requirement is 611630 with a size standard of $11M. The Contract Type is anticipated to be Firm Fixed Price. Base plus four (4) option years. Current Contract Number: W9124N-14-C-0012 awarded to JTG, Inc., Vienna VA. SUBMITTAL INFORMATION: Please provide a capability statement addressing your organizations ability to provide the service required by the PWS. Include only capabilities relative to this requirement.
