Description
Estimated course hours and number of courses. Draft QASP Draft PWS which states the scope of work. This Request for Information (RFI) is not a solicitation nor does this announcement commit the Government to contract for any supply or service whatsoever. Further, the Army is not at this time seeking proposals and will not accept unsolicited proposals. Responders are advised that the Government will not pay for any information or administrative costs incurred in responding to this sources sought; all costs associated with responding to this announcement will be solely at the interested party's expense. Not responding to this sources sought does not preclude participation in any future RFP, if any is issued. Any resultant solicitation, if any, will be released through Federal Business Opportunities at https://www.fbo.gov. It is the responsibility of the potential offerors to monitor this site for additional information pertaining to this requirement. This is a non-personal services contract to provide military occupation specialties improvement training (MOSIT). The Government will not exercise any supervision or control over the contract service providers performing the services in accordance with the performance work statement (PWS). This contract includes all functions, tasks and responsibilities normally performed by technical instructors. The Contractor shall be responsible for providing personnel, management, and any other items and services, not Government furnished, necessary to conduct Troop Schools for the following classes: GCSS-A PBO, Generator Operator Course (GOC); Fuel Handler Course (FHC); GCSS-A Unit Supply; GCSS-A Plant Maintenance/Supervisor; GCSS-A Warehouse Operations, GCSS-Maintenance Equip/Records Parts; GCSS-A Master Driver; GCSS-A Material and Execution MNGMNT; Company Commander's / First Sergeant's Pre-Command Course; Field Grade / Sergeant's Major Course, Command Select Leader's Orientation Course (CSL); Digital Training Management System (DTMS) User; Digital Training Management System (DTMS) Master Trainer; Master Drivers Course; Unit Movement Officer (UMO) Course; Bus Drivers Course; Ammunition Handlers Course; and Chemical, Biological, Radiological, Nuclear Defense (CBRN-D) Course. Additional course's maybe authorized upon approval to enhance Military Occupational Specialty (MOS) skills. The Contractor shall comply with all applicable laws and regulations, including but not limited to Federal Law, Texas State Law, Occupational Safety and Health Administration (OSHA) regulations, Army and installation regulations. The applicable North American Industrial Classification System Code (NAICS) code that this work falls under is 611710 Educational Support Services with a size standard of $15 million. SUBMITTAL INFORMATION: Those firms interested in providing information in response to this sources sought are requested to provide the following information to the Contract Specialist, Leanna J. Evans at leanna.j.evans.civ@mail.mil by 12:00 (MST) on 4 January 2017: 1. Company Profile to include: Company name, company address, points of contact information including name, phone number, fax number and e-mail address, number of employees, annual revenue history, office location, CAGE code, DUNS number, and a statement regarding current business size status under associated NAICS code. 2. Address your experience, within the past five (5) years, and state the likelihood of your firm being able to perform Educational Support Services within the Fort Bliss, TX area. 3. If this acquisition is set-aside for small businesses, FAR Clause 52.219-14, Limitations on Subcontracting, will be applied at the contract level. Accordingly, identify what percentage of work your business intends on performing as the prime contractor. 4. This Sources Sought notice is being published with the intent to promote competition. Suggestions from industry regarding how competition may best be achieved are requested. All such suggestions will be considered; however, the Government reserves the right to solicit for the required services in a manner of its own choosing in accordance with the applicable procurement regulations. 5. State if your firm is familiar with Fort Bliss and Educational Support Services regulations. Please provide information regarding your firms experience dealing with these regulations. 6. With respect to your operational capabilities: a. Describe the levels of Educational Support Services your company can provide. b. What is your standard response time to removing/adding courses? c. What is your manpower availability to support Fort Bliss Educational Support Services based on information given? d. Is more information needed to make estimated time frames and manpower? 7. Can your company provide Educational Support Services in the manner and quantity demanded for the Fort Bliss Installation? If so, please describe in detail your approach to this work. 8. Can your company provide Educational Support Services on the Fort Bliss Installation according to the PWS as written? If not, what changes would you make to make the PWS more competitive and conforming to industry standards and best practices? 9. Has your company ever completed an invitation for bid (IFB) on this type of service? Is so, when and what was the result? a. Is a firm fixed price contract the customary type of contract in this industry for this type of service? If not, what type of contract would your company suggest? b. Is 30 days long enough to prepare a response (RFP or IFB) to a solicitation for this type of service? If not, many days would your company suggest? c. Is NAICS 611710 Educational Support Services the most appropriate NAICS for this service?
