- The Agreement (DRAFT) Representation and Certification Project Description Solicitation The "Project" is the design and construction of the new Building 54 for the St Es campus. The "Building" is a single office building. The "Contractor" is the entity awarded the contract to design and build the "Building". This is a design build/bridging contract for the new construction of Building 54 Office Building for the Department of Homeland Security Headquarters at the St. Elizabeths in Anacostia, DC. The scope will include the construction of a new building to provide office space for DHS personnel. The St Es development is divided into 3 Phases. This project is part of the second phase of the multiphase construction project that will construct a new office and research campus for the DHS at St. Elizabeths. The site, located on Martin Luther King Boulevard, is the former St. Elizabeths Hospital site in Anacostia, Washington, DC. Three phases are planned in total, with a phasing summary as follows: Phase 1 was the new construction for the U.S. Coast Guard Headquarters (USCG) (1,179,500 gsf) [awarded 2009] Adaptive reuse of historic buildings for DHS [awarded 2010] at 179,250 gsf; Phase 2 - The Center Building for DHS, West Addition Building, Central Utility Plant and DHS Operations Center. Phase 3 will include a combination of adaptive reuse of existing buildings and new construction for additional DHS agencies.
