PDF Statement of Work STATEMENT OF WORK CODE 133.2 RECEIPT INSPECTION PROGRAM SUPPORT •1. Introduction •1.1. Background - Portsmouth Naval Shipyard (PNS), a field activity of Naval Sea Systems Command (NAVSEA), has a requirement for Non-Nuclear Receipt Inspectors to support the Receipt Inspection Services within the Quality Assurance (QA) Department. Receipt Inspection provides assurance that the materials procured for use on Naval Nuclear Submarines meets the required and specified requirements before being issued for Level I and SUBSAFE applications •1.2. Scope - The contractor shall provide QA Inspectors to support the Receipt Inspection Branch of Code 133.2 within the QA Department at PNS with material inspection. The contractor shall be responsible for providing personnel capable of performing all tasks listed in paragraphs 2.1 and 2.2 of this statement of work and passing courses and maintaining the qualifications needed listed in paragraph 2.3.2. •1.3. Place of Performance - All work shall be accomplished on site at Portsmouth Naval Shipyard, Kittery (Seavey Island) ME. •1.4. Period of Performance and Level of Effort •1.4.1. Estimated at 19 Jan 2017 to 18 Jan 2018 •1.4.1.1. 5 days per week at 8 hours per day •1.4.1.2. 6072 total hours - (2) Receipt Inspectors, (1) Senior Receipt Inspector/ Work Leader. •1.4.2. Work Schedule •1.4.2.1. Monday through Friday •1.4.2.2. AFT Shift: 1500 - 2330 •1.4.2.3. Hours of work outside of the normal AFT shift may be required to support specific tasking. PNS will provide as much advance notice as possible when deviation from the core hours is required. •1.4.2.4. The periods of performance for the following Option items are as follows: 01/19/2018- 01/18/2019 01/19/2019- 01/18/2020 •1.4.2.5. If contractor personnel are not able to attain passing grades with-in two attempts they will be required to be replaced. •1.4.2.6. If personnel change out occurs due to failure to obtain and maintain qualifications a maximum of 4 failures will be allowed to the contractor before contract is considered to be in violation. •2. Contractor Responsibilities •2.1. Receipt Inspection Assistance: •2.1.1. The contractor shall provide Quality Assurance Inspectors capable of performing the below listed tasks •2.1.1.1. Capable of passing a practical precision measuring proficiency test prior to on boarding. •2.1.1.2. Perform visual, dimensional and generic material identification inspections on a wide variety of purchased and locally manufactured parts and assemblies to determine compliance with drawings, specifications, and/or contract requirements. •2.1.1.3. Set up items on a precision surface plate and establish center lines and other starting points for inspection, •2.1.1.4. Perform dimensional inspections in accordance with drawings and specifications. •2.1.1.5. Perform other dimensional inspections using fixed gages, micrometers, calipers, protractors, precision gage blocks, indicators, etc. •2.1.1.6. Familiarization and ability to read and interpret specifications and standards including but not limited to: Material Management Manual Chapter 8 and 9, Material Control Standard (7010), P9290 DSS-SOC Material, Technical Specification 017, and SUBSAFE Manual 0010. •2.1.1.7. Ability to lift and move parts and gages, the maximum lifted without aid being (75) pounds for not more than a few feet. •2.1.1.8. Uses or operates equipment such as Rockwell and Brinell hardness testers, electronic plating thickness gages and surface finish analyzers to determine that part finished and hardness characteristics comply with specified requirements. •2.1.1.9. Conduct technical reviews of material packages prior to material being released for issue. •2.1.1.9.1. Contractor will verify that required paperwork is properly filled out and accurate. •2.1.1.9.2. The Contractor shall sign for their work stating that it is accurate and complete but cannot sign the final Supervisor/Reviewer block. •2.1.1.9.2.1. Final review and acceptance of any material is the sole responsibility of the Government and may only be signed off on by a qualified Government employee •2.2. Material Certification Review Assistance •2.2.1. The contractor shall provide Quality Assurance Inspectors capable of performing the below listed tasks •2.2.1.1. Verify that required paperwork is properly filled out and accurate. •2.2.1.2. Review contract and all legal and technical requirements. •2.2.1.3. Review Quality Control requirements for the product in question. •2.2.1.4. The Contractor shall sign for their work stating that it is accurate and complete but cannot sign the final Supervisor/Reviewer block. •2.2.1.4.1. Final review and acceptance of any material is the sole responsibility of the Government and may only be signed off on by a qualified Government employee •2.3. Qualifications •2.3.1. Contractor personnel shall have a minimum of 2 years' experience with: •2.3.1.1. Precision measuring equipment •2.3.1.2. Machined parts inspection •2.3.1.3. Precision testing •2.3.2. Contractor personnel shall be required to attend PNS training obtain qualifications in local Procurement Quality Control practices in accordance with paragraph 3.2. •2.3.2.1. If contractor personnel are not able to attain passing grades with-in two attempts they will be required to be replaced. •2.3.2.2. Contractor personnel shall be able to be qualified in a vision exam in accordance with Code 133.2 procedures meeting vision requirements of Non-Destructive Test Instruction Metal Verification NDTI-208 (20/20) with aid of corrective lenses if necessary. •2.4. Management •2.4.1. The contractor shall be responsible for providing management of all personnel •2.4.2. The contractor designate (1) individual as a senior receipt inspector who shall function as a work leader •2.4.2.1. The senior receipt inspector shall be responsible for all onsite management of contractor personnel •2.4.2.2. The senior receipt inspector shall perform daily receipt inspection tasks in addition to management responsibilities •2.4.2.3. The Senior Receipt Inspector shall assist Code 133.2 Supervisor in ensuring Contractor Quality Assurance Inspectors attend and take training as required, etc. •2.4.3. The contractor shall be responsible for their own personal protective equipment. •3. Government Responsibilities •3.1. The government will be responsible for providing a computer, work area/surface and all tooling required for the contractor to perform required tasking •3.2. The government will be responsible for ensuring contractors are trained to PNS local Receipt Inspection procedures and practices in Procurement Quality Control. •3.2.1. Qualifications will be required in the below fields •3.2.1.1. Precision Measurement Instruments •3.2.1.2. Inspection Metal Identification •3.2.1.3. Hardness Testing •3.2.1.4. SUBSAFE/ SOC/ FBW •3.2.1.5. Production Verifier Local •3.2.1.6. Permanent Marking Methods •3.2.1.7. Level 1 Stock Program •3.2.2. All contractors shall be tested and certified to local procedures prior to beginning work. •3.2.3. The Government shall be responsible for providing hearing protection and non- prescription protective eyewear as required. •4. Deliverables •4.1. Prior to the start of any work the contractor shall attend a kick off meeting with the government to introduce all key personnel for both the contractor and government to establish roles and responsibilities. •4.1.1. The kick off meeting shall take place at the government facility at a time agreed upon by both parties but shall take place no later than (NLT) 14 days after award of contract. •4.2. Contractor shall attend weekly status meetings with Code 900R TPOC and PNS Contracting Officer's Representative (COR) to discuss contract execution and performance •4.2.1. The contractor shall prepare weekly status updates in accordance with Attachment C for review at these meetings and submitted electronically to the Code 130 TPOC and COR. •4.2.2. The weekly status meetings may be reduced to a biweekly cadence if mutually agreed upon by the contractor, Code 900 and COR. •4.3. As a part of monthly invoicing the contractor shall submit a consolidated monthly report detailing all hours worked and jobs completed for the previous month. •5. Security/Base Access •5.1. At a minimum, all personnel shall be United States citizens and shall possess a Department of Defense final-adjudicated Personal Security Clearance at the confidential level or higher, in accordance with Attachment B (DD Form 254) for performance on this contract. Failure of ability to obtain a PNS red badge will be cause to dismiss personnel from fulfilling this contract. •5.2. Contractors/subcontractors shall submit Visit Requests via the Joint Personnel Adjudication System (JPAS) to SMO 39040 for visitor clearance verification. Visit requests submitted by other means will not be accepted without Facility Security Officer signed verification as to the level of security clearance granted to each employee on the visit request.
