- VA Sierra Nevada Health Care System Health Care for Homeless Veterans (HCHV) Contract Emergency Residential Services Performance Work Statement The VA Sierra Nevada Health Care System (VASNHCS) has a requirement for services as part of its community based Health Care for Homeless Veterans (HCHV) Contract Emergency Residential Services program. The goal of the HCHV program is to remove homeless Veterans from the street or habitation unfit for Veterans and place them in community-based, residential environments with sufficient supportive services to meet their needs and ultimately, facilitate the improvement of their overall health status and housing situation. These veterans may present with a serious mental illness or have abused drugs or alcohol for many years and may have current involvement in the legal system. The resulting contract will be from be awarded for 1-3 years. Estimated need is 20 beds per night, NTE 7,300 per 365 days (quantities fluctuate and vary based on need). Typical services performed under a (HCHV) Emergency Residential Contract are as follows***: Room & board Laundry Therapeutic and rehabilitative services Case Management Financial Planning: Employment Services Permanent Housing Search ***list is not all inclusive, requirement dictates what services will be in contract.
