- NASA/GSFC has a requirement for an additional five and a half months of post-delivery support for the Mars Organic Molecule Analyzer – Mass Spectrometer (MOMA-MS) instrument. GSFC is responsible for providing the MOMA-MS instrument in supporting MOMA’s primary goal of detecting organics in Martian soil and rock samples, advancing astrobiology’s understanding of the possibility of life on Mars. This includes the possibility of identifying the chiral nature and isotopic composition of samples, where identification of organic matter takes place. NASA/GSFC intends to acquire this support from the Space Physics Research Laboratory at the University of Michigan (Ann Arbor, Michigan) as they delivered the Power Supply Module in the Main Electronics Box, the Control Module in the Secondary Electronics Box, and the RF Electronics included in the MOMA-MS instrument. The University of Michigan has the unique expertise, knowledge, and capabilities required to perform the post-delivery support. The Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on December 27, 2016. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
