Description: Due to a computer glitch, the previous synopsis was cancelled. The synopsis is amended for RFP N40084-17-R-8703 with a revised acquisition strategy from 100% SDVOSB set-aside to Unrestricted/Full and Open Competition. The Naval Facilities Engineering Command, Far East (NAVFAC FE), Acquisition (ACQ) intends to solicit and award a single contract for Guard Force Services at Maizuru Intermediate Level Maintenance Facility, Shirahama Facility, Kyoto, Japan and the U.S. Naval Air Facility, in Atsugi, Japan. The acquisition will be solicited using the policies and procedures of Federal Acquisition Regulation (FAR) Part 15Contracting by Negotiation. The Government intends to evaluate proposals for award, using Source Selection Processes and Techniques of Tradeoff, to a responsible offeror whose proposal conforms to all the terms and conditions of the solicitation and whose proposal is determined to represent the overall best value to the Government. This requirement will be solicited as unrestricted, Full and Open competition, since FAR Part 19 does not apply in overseas acquisition. The NAICS applicable to this acquisition is 561612Security Guards and Patrol Services. The size standard is $20.5M. The resultant contract will be for a Firm Fixed Price for base year period plus four option year periods and six (6)-month option to extend services, in accordance with FAR Clause 52.217-8. The solicitation, documents related to this procurement, and all amendments issued will be in electronic form. THE SOLICITATION IS NOT YET AVAILABLE. Once available, the solicitation will be posted in Navy Electronic Commerce Online or (NECO). The solicitation is expected to be available on or about the week of 21 December 2016.
