This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation is issued as a request for quote (RFQ). Submit written quote (oral quotations will not be accepted). Quotes will be evaluated and award will be made to the responsible contractor whose quote will conforms to the solicitation that will be most advantageous to the Government, price and other factors considered. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-92. All firms or individuals responding must be registered with the System for Award Management (SAM) IAW FAR 52.204-7. NOTE: ACTIVE SAM REGISTRATION IS REQUIRED FOR AWARD. SAM REGISTRATION CAN TAKE 30-45 DAYS. IT IS IMPERITIVE THAT VENDORS BEGIN REGISTRATION AS SOON AS INTENT TO QUOTE IS KNOWN. ***************************************************************************** Additional Notes: F.O.B. Destination to: Spangdahlem AB, GM, Building 147, Mosel Dining Facility. This a BRAND NAME OR EQUAL PROCUREMENT Quoted amounts need to be net prices without tax. Quotes are required to be valid until 1 February 2016. The Government reserves the right to award on an "All or None" basis. Annotate "Quote Expiration Date", "Best Delivery Date", and any "Discount Terms." A MANDATORY Site Visit will be held on 14 December 2016 at 1000 hrs. The following factors shall be used to evaluate quotes: 1. Price. 2. Technical Acceptability according to attached item description, has to meet all item specifications as listed and can perform it's intended purpuse therein. 3. Contractor Responsibility Determination: A contractor is deemed responsible if IT has no negative entries in the following systems: a. System for Award Management (SAM). b. Excluded Parties List System (EPLS). Award will be made to the lowest priced, technical acceptable quote which is deemed responsible. The Government will evaluate quotes as follows: The lowest prices quote will be evaluated first for technical acceptability. If deemed acceptable, further evaluation of quotes will stop and award will be made to the technically acceptable contractor. If deemed unacceptable, the next lowest quote will be evaluated for technical acceptability and so on. This will continue until an acceptable quote is determined. (b) A written notice of award will be emailed or otherwise furnished to the successful contractor after all quotes have been evaluated and a successful quote has been identified.
