- THIS NOTICE DOES NOT CONSTITUTE A REQUEST FOR EITHER A QUOTE OR PROPOSAL, OR AN INVITATION FOR BID. NO SOLICITATION IS CURRENTLY AVAILABLE. Sources sought for design, fabrication, and installation of two 150-ton portal cranes The Navy Crane Center is seeking sources able to provide two 150-ton portal cranes, draft specification review, and a non-binding Rough-Order-of-Magnitude (ROM) for the attached draft specification to design, fabricate, assemble, shop test, deliver, install, inspect, field test, and make ready for use two 150 Ton Portal Cranes. The Government will use the sources sought responses along with other market research to make various determinations regarding any resulting procurement action. The primary NAICS code for this procurement is 333923, Overhead Traveling Crane, Hoist, and Monorail System Manufacturing, with a size standard of 500 employees. Respondents will not be notified of the results of the evaluation. However, the information provided will be used for technical and acquisition planning. All proprietary information not to be disseminated in Government documents must be clearly identified. Answering this market survey DRAFT SPECIFICATION REVIEW: Companies are encouraged to review the attached draft specification and provide comment regarding the anticipated requirements for the two 150 Ton portal cranes, which will be built to the design drawings of United States registered professional engineers and will be installed at Puget Sound Naval Shipyard and Intermediate Maintenance Facility, Naval Base Kitsap, Bremerton, WA. Comments and questions on the draft specification will be used to help refine the specification in preparation for a formal RFP. All Offeror responses will be treated as confidential; however, responses should not contain proprietary business information. ROUGH-ORDER-OF-MAGNITUDE: A Rough-Order-of-Magnitude estimate of cost is required for US Government planning purposes. SOURCES SOUGHT QUESTIONNAIRE: Responses to the attached questionnaire must be submitted in electronic form (Microsoft Word or Adobe PDF format) and should be attached to an email addressed to luke.clay@navy.mil. Responses are limited to 5 pages in length. Do not submit brochures or other corporate marketing information. The due date for responses is JANUARY 4, 2017. Please identify in the subject line of your response TWO 150 TON PORTAL CRANE MARKET SURVEY. Any questions may be submitted via email to: luke.clay@navy.mil. NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO THIS ANNOUNCEMENT OR ANY FOLLOW-UP INFORMATION REQUESTS. THERE IS NO BID PACKAGE OR SOLICITATION AVAILABLE AT THIS TIME.
