- AMENDMENT 0001 TO THE SOLICITATION AMENDMENT 0001 TO THE SOLICITATION: The purpose of this Amendment is to remove Small Business Participation as a subfactor under Factor I-Technical, and incorporate it into the Technical Capability Subfactor. This amendment to the RFP will also add subfactor headings to the Standards section under Factor I-Technical to clarify evaluation objectives.
