- This synopsis is issued in anticipation of RFQ FA8539-17-R-0003. This is a limited source requirement per 10 USC 2304(c)(1) as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, TO: ROCKWELL COLLINS CAGE 13499 under contract number FA8517-15-D-0009. Justification: Services required are available from only one or a limited number of responsible sources and no other type of supplies or services will satisfy agency requirements. Specifications, plans, or drawings related to this procurement are incomplete or not available and cannot be furnished by the Government. This synopsis is NOT to be construed as a commitment by the Government, or as a Request for Proposals. Interested parties may identify their interest and capability by submitting a Statement of Capabilities to christopher.butler.2@us.af.mil. A determination by the Government whether or not to complete the instant contract based upon an assessment of responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether or not to conduct a competitive procurement. An Ombudsman has been appointed to address concerns from offerors or potential offerors not sufficiently addressed by the Contracting Officer. The Ombudsman does not diminish the authority of the Contracting Officer, but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman shall maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation or selection process.
