Description
NOTICE OF INTENT TO AWARD A SOLE-SOURCE CONTRACT The US Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Eastern Region Acquisition Division, Simplified Acquisition Branch intends to negotiate on a sole source basis with Lord Corporation, 459 Hurricane Lane, Suite 102, Williston, VT 05495, using the procedures in FAR Part 13, to provide 3DM-GX1 tri-axial motion sensors and communication cables for use on the National Data Buoy Center (NDBC) Self Contained Ocean Observations Payload (SCOOP) wave monitoring systems. PSI Neptune Sciences developed a Digital Directional Wave Measurement (DDWM) system that replaced the analog angular rate system (ARS) of measuring directional waves. The previous ARS method of measuring directional waves included six independent sensors that reported analog outputs to a Directional Wave Processing Module (DWPM) to calculate directional wave parameters. The development of the DWPM was based on using the 3DM-GX1 inertial motion sensor. The software interface for this development was coded for the 3DM-GX1 digital data format. The 3DM-GX1 sensor uses micro electromechanical sensors (MEMS) and smart embedded micro-controllers to create angle sensors with both static and dynamic response with low power consumption. The 3DM-GX1 costs approximately one fourth of the analog ARS system sensors and provides the same directional wave measurement support. After rigorous laboratory and field testing the DDWM system with the 3DM-GX1 sensor was commissioned for operational use on June 8, 2010. The DDWM system including the 3DM-GX1 sensor was incorporated into the new SCOOP marine observations systems during 2014 and 2015. At this time, there is no direct replacement for the 3DM-GX1 sensors, however further laboratory testing is being conducted. The 3DM-GX1 sensors, along with their data format, is proprietary to Lord Corporation, patents pending. Lord Corporation does not have any licensed supplies. NDBC continues to support the NWS operational stations and the operations testing of the SCOOP system. Additionally, NDBC systems are intrinsic to the NWS' Weather-Ready Nation initiative by providing public and private sector users with real time observations needed to make fast and smart decisions needed to save lives and enhance commerce. The statutory authority for other than full and open competition is FAR 13.106-1(b)(1)(i), Only one responsible source. The North American Industry Classification Code (NAICS) for this acquisition is 334513 with a business size standard of 750. This is not a solicitation for competitive quotes. However, if any other interested party believes that it can meet the requirements, it may submit a statement of capabilities, which if timely received, will be considered by NOAA. A statement of capabilities must be received by 11:00am, December 16, 2015. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. Evidence must be provided of ability to provide the required services. The capability statement and any other information furnished must be in writing and must contain material in sufficient detail to allow NOAA to determine if the party can meet all of the requirements.
