- W25G1V-17-R-0004 This is published as sole source announcement under the statutory authority at 10 USC2304(c) (1), and regulatory authority at FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The Army Contracting Command, Aberdeen Proving Ground (ACC-APG) Division E-Tobyhanna Branch, Contract Ops. Section, Tobyhanna, PA 18466 intends to negotiate and award a service and supply contract with Diagnosys Systems, Inc., 5 Lan Drive, First Floor, Hartford,MA 01886 for yearly preventive and remedial maintenance on two (2) Factron S720 test systems located at Tobyhanna Army Depot, (TYAD) Tobyhanna, PA. Diagnosys Systems shall also provide two preventive maintenance and calibrations for each test system per year. Diagnosys shall provide on-site remedial maintenance service on an as-needed basis; estimated to be four (4) visits per year. Training session shall be made available for two government personnel if required. Remote telephone support for technical hardware and software support and assistance shall be made available to government personal from 8:00am to 4:00pm EST, Monday through Friday, excluding Federal and TYAD holidays. System compatibility and integrity must be maintained. Repaired/reconditioned replacement parts and components will be provided as they are required; malfunctioning parts/components will be returned to the contractor. All deliverables are FOB destination. These testers were manufactured by Schlumberger Technologies of San Jose, CA, went out of production in the mid-1990s and are characterized under the general category of Automated Test Equipment (ATE). Base year period of performance to begin on approximately 01 March 2017. Four option years for maintenance will be included and evaluated. There is no competitive technical data package for the required items and services. Diagnosys Systems is believed to be the only source of reconditioned and refurbished system parts and technical expertise for these out of production test systems. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this requirement based on this notice is solely within the discretion of the Government. Any firms believing that they can provide the required maintenance should contact the Point of Contact identified below within fifteen (15) days of publication of this notice and provide information which demonstrates their firm's capability to provide the supplies and services described herein, which will be reviewed for consideration.
