Description
The attached questions were used during I/ITSEC and they are optional to complete. Please use the Distribution Agreement to request the TDP, TDP must be picked up in person. It is prepared for digital signatures but digital signatures are not required. **** 8 December 2016 Update to Request for Information **** The purpose of this update is to provide Industry the questions a Government team asked various companies that attended I/ITSEC on 20 November 2016, post the Distribution Agreement for Technical Data Package release and to request final information to complete the market research report. It is requested that a responce to this posting be received no later than 13 January 2016, early responces are encouraged. The Government team attended I/ITSEC on 30 November 2016 and visited interested parties booths as well as at met with industry partners at the PEO STRI booth. The attached list of questions were used for fairness and to allow interested parties that did not attend I/ITSEC to respond to the same questions via email. The response is voluntary and all information received will be used for market research. Information that is proprietary must be marked and anything sent to the Government may be used to refine the requirement or contained in the market research report. Additional information that would assist the Government in providing a clear requirement and subsequent solicitation is highly encouraged. PEO STRI is seeking a capabilities statement that identifies at a minimum: 1. Pertinent company administrative data as to large or small business category based on NAICS, 333318. 2. Describe the dollar value and complexity of similar maintenance trainer within the past five years. 3. Describe experience providing and/or available commercial items similar to a Stryker MTS HOTs and/or PTTs. Describe the respective merits and shortcomings of each including the quantity size, geographic location, extent of competition, technology, and Government unique requirements. 4. Describe the size of company facilities. 5. Describe capability in producing similar efforts of this magnitude in a restricted environment (personnel assigned to this effort have to be United States citizens). 6. Describe capability to manage engineering resources, including recent experience and logistics considerations and include a discussion on configuration management and quality control issues. 7. Are there any innovative idea(s) that could be useful to future designs with STRYKER MTS PTT and/or HOT: 8. Describe future or present capability to handle large and heavy trainer Designs - Floor area, safety, crane ability, truck loading (on/off) capabilities? 9. Does your company specialize in the whole training systems or just part of the total requirement (production, management, software, hardware, etc.)? Please explain and give examples. 10. General Experience - what is the scale of the largest item produced at the facility you have completed in the past. Do you have any ongoing projects? If so, what are they? 11. Describe the on-board manpower or planned personnel that will be used to support this project by labor category during both development and production. 12. What additional information or clarification regarding the current Statement of Work / Specification is needed from the Government to allow the completion of a strong technical proposal? Please be as specific as possible, 13. Does the SOW / Specification clearly communicate the key / critical requirement, if not what portions require updating. 14. Any suggestions or input on key or critical requirement information, contract type, or the Government Furnished Equipment. If you are interested and can meet any or all of the technical requirements of Stryker MTS indicated in this effort, please provide a detailed document that describes how the requirements will be met. Please clearly state any anticipated risk that your company identified in: 1. 100% Government Purpose rights of all data 2. All Firm Fixed Price Contract Line Items 3. Cost or Schedule risk of delivering all identified trainers within a 48 month period 4. Storage, transportation or management of the potential Government Furnished Equipment. 5. Additional access to the anticipated GFE / GFI prior to proposal submission 6. Available internal or subcontracted production capacity to meet the 48 month deadline for all trainers or the 12 month deadline for the Main Gun System Trainers with an estimate contract start date in 3d quarter 2018. The Government intends to provide approved interested parties the ability to obtain the technical data, product information and a training task list required to provide an adequate proposal. The Government is preparing a releasable data package which will be available for distribution with receipt of a completed Distribution Agreement. A blank Distribution Agreement with a statement "D" level approval is attached to this posting. Once the Distribution Agreement is approved by the Government the industry partner can sign for the technical data in person. The technical data will be available for use during the proposal preparation and will be required to be returned once the contract has been awarded or if the interested party wished to be removed from the potential offeror's list. Late responces will be accepted but may not be utilized in the construction of the Market Research report.
