- Federal Highway Administration (FHWA) Synopsis for Solicitation No. DTFH6117R00001 This synopsis is issued pursuant to Federal Acquisition Regulation (FAR) Part 5.203 which prescribes a mandatory requirement for a 15 day pre-solicitation notification. The purpose of this synopsis is to announce the Federal Highway Administration's (FHWA) intent to issue a solicitation for Full and Open Competition. The solicitation will be to procure support for the FHWA's Office of Planning, Environment, and Realty (HEP)'s, "Transportation Human/Nature Environment and Realty" multiple award, Indefinite Delivery, Indefinite Quantity (IDIQ) contracts. HEP's mission is to support FHWA's vital few goals and to advance environmental stewardship and streamlining; comprehensive international, interstate, state, metropolitan, and multi-modal planning; and fair and prudent acquisition and management of real property. The primary objective of this requirement is for the contractors to provide readily available support to the FHWA's Office of Planning, Environment, and Realty in the following 12 task areas: 1. Wetlands, Wildlife Habitat, and Other Ecological Resources 2. Highways and Water Resources 3. National Environment Policy Act and FHWA's Environmental Review Process 4. Historic and Archeological Preservation and Aesthetics 5. Conflict Resolution, Facilitation, and Mediation of Environmental Disputes 6. Livability, Sustainable Communities, and Ladders of Opportunity 7. Pedestrian and Bicycle Transportation 8. Transportation Air Quality and Noise 9. Climate Change and Sustainability 10. Real Property Acquisition Under the Uniform Act 11. Outdoor Advertising Control and Legislative and Policy Analysis 12. Marketing and Outreach The solicitation and all related documents will be released electronically via this Government Point of Entry (GPE) otherwise known as Federal Business Opportunities (FBO) or www.fbo.gov. As such, no written, telephonic or other type of request for an advance copy of the solicitation will be entertained at this time. Potential offerors/vendors are encouraged to register on www.fbo.gov to receive any further information in reference to the subject action inclusive of any announcements, and/or amendments to the solicitation after its release. As a result of this solicitation, the FHWA intends to award multiple IDIQ contracts under which firm-fixed-price (FFP) and time-and-material/labor-hour task orders will be issued. The anticipated period of performance shall not exceed 60 months. The NAICS Code for this effort is 541620, Environmental Consulting Services, with a size standard of $15 million. This synopsis is not a request for competitive proposals. A Request for Proposals (RFP) is anticipated to be published in January 2017. Once the RFP is posted, all interested, responsible sources may submit a proposal which will be considered by the FHWA.
