- PRESOLICITATION SYNOPSIS/NOTICE NASA Glenn Research Center intends to award a sole source contract off GSA schedule to MTI Systems, Inc., for the acquisition of a simulation environment within riverbed modeler of relevant UAS satellite and terrestrial communication system networks to perform studies of different systems and to complete performance analysis of selected systems. The award of a single firm-fixed price contract will be for six months and is being extended due to a protest of the new contract. The North American Industry Class (NAIC) for this procurement is 541712 and 1,000 employees respectively. Technical and procurement-related questions shall be directed to Brianna Artino at Brianna.L.Artino@nasa.gov. A Justification For Other than Full and Open Competition (JOFOC) will be posted after award on the www.fedbizopps.gov. This announcement serves as an advance notice. Estimated award date for this contract is Dec. 23, 2016. Estimated award amount is $100,000 to $500,000 for 9 months. NO SOLICITATION EXISTS ; THEREFORE, DO NOT REQUEST A COPY OF THE SOLICITATION. If a solicitation is released it will be synopsized in the FBO or GSA Advantage and on the NASA Acquisition Internet Service. It is the potential offeror's responsibility to monitor these sites for the release of any solicitation or synopsis. In order to ascertain the method of procurement, qualified Small Businesses, Small Disadvantaged, HUBZone, Women-Owned Small Business, Service Disabled Veterans and 8(a) firms are invited to submit a "CAPABILITY STATEMENT" to the NASA Glenn Research Center. Information to be provided SHALL include, but not limited to, name and address of firm, size of business; average annual revenue for the past 3 years and number of employees; ownership, whether they are Small, Small Disadvantaged, 8(a), HUBZone, Service Disabled Veterans or Woman-Owned; number of years in business; affiliate information; parent company; joint venture partners; potential teaming partners; prime contractor (if you are interested as a potential subcontractor); list of customers covering the past 3 years(highlight relevant work performed, contract numbers, contract type, dollar value of each procurement; and points of contact- addresses and phone numbers). CAPABILITY STATEMENTS SHALL BE NO LONGER THAN 2 PAGES IN LENGHTH AND ADDRESS THE REQUIREMENTS LISTED ABOVE. Capability Statements SHALL be submitted no later than Dec. 22, 2016. This synopsis is for information and planning purposes and is not to be construed as a commitment by the Government nor will the Government pay for information solicited. Respondents will not be notified of the results of the evaluation. Respondents deemed fully qualified will be considered in any resultant solicitation for the requirement. The Government reserves the right to consider as small business, Service Disabled Veterans or HUBZone, or 8(a) set-aside based on responses hereto.
