- The Naval Air System Command (NAVAIR), Patuxent River, MD intends to contract on a sole source basis with Northrop Grumman Corporation (NGC) for activities required to support and implement long lead items for Contractor-identified parts needed to retrofit MQ-4C Triton Unmanned Aircraft System (Triton UAS) test assets to the Integrated Functional Capability (IFC) 4 configuration to support ground and flight test. Planned efforts will provide prototype and developmental components for the full range of integrated testing, including airworthiness certification, in parallel with continuing system maturation. As sole designer, developer, manufacturer and integrator of the Triton UAS, NGC is the only contractor with the requisite technical knowledge, expertise and technical data that can meet the Government's needs within the program's cost and schedule constraints. The proposed contract action will be procured in accordance with statutory authority permitting other than full and open competition under 10 U.S.C 2304(c)(1), as implemented by the Federal Acquisition Regulation (FAR) 6.302-1, only one responsible source and no other supplies or services will satisfy the requirement. is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of THIS IS NOT A REQUEST FOR PROPOSAL. No contract will be awarded on the basis of offers received in response to this notice.
