Description
This Sources Sought Notice is being issued for informational purposes only and shall not be construed as a solicitation or as an obligation on the part of the USDA, ARS. ARS is conducting a Market Survey to identify the availability and interest of qualified Small, Small Disadvantaged Business (SDB), Service Disabled Veteran Owned Small Business (SDVOSB), Historically Underutilized Business Zones (HubZone), Woman Owned Small Business (WOSB), and certified 8(a) firms as potential sources for Design-Build for the Renovation of the NLAE, located at Ames, Iowa. The North American Industry Classification System (NAICS) code for this project is 236220 (Construction) with a Size Standard of $36.5 million. Background: The research mission of the NLAE is to generate information which addresses critical problems in agriculture and watershed management, leading to the development of innovative solutions which increase the efficiency of agriculture systems and reduce environmental risk. Research is coordinated amongst the scientists that focuses and addresses problems in abiotic and biotic systems that underpin agricultural and watershed systems. NLAE was formed originally as the National Soil Tilth Laboratory in 1989. The laboratory was renamed in 2009 to more accurately reflect and convey the scope of the research lab program and mission. The research facilities at NLAE are 27 years old and have exceeded their service life. Requirement: The project scope includes a selective renovation of the 91,000 SF building, including the following: o Renovate the existing laboratories and provide several energy efficient upgrades. This includes total renovation, including HVAC and fume hood replacements. o Update the fire alarm system, safety showers, and eyewashes. o Replace the domestic water distribution system due to existing severe corrosion conditions. o Install winter cooling means or improve the switching of chilled water to domestic water for cooling of the growth chambers, rhizotron and walk-in coolers when chilled water is not available. o Correct ADA accessibility, including laboratory doors, and other building code issues. o Replace the electrical distribution system. The major distribution components are obsolete and parts are no longer available. o Reconstruct the lobby area. Currently the laboratory entrance does not comply with proper security protocols. o Complete upgrades to the growth chambers and Rhizotron controls including integration to the computer control systems. o Correct deficiencies in HVAC controls so that the temperatures in the offices and laboratories are controlled; replace controls on AHU 4; remove and replace pneumatic thermostats with electronic controls throughout the building. Replace fume hood exhaust fans and other HVAC components. The Estimated Cost of Construction for the NLAE Renovation at Ames, IA, is more than $10 million. The proposed construction at NLAE will be performed on an active research facility. Prospective Design Build Contractors are required to provide an Operations and Maintenance Plan. The Bridging Documents (BD) will consist of a complete 35% design submission. The Design Build Contractor (DBC) will use the BDs as the basis to complete a set of construction documents. As stated above, the purpose of this Sources Sought notice is to identify prospective Small, SDB, SDVOSB, HubZone, WOSB and Certified 8(a) firms to provide Design Build services associated with the Renovation of the NLAE. The current goal for ARS is to complete the BDs by the end of March 2017, and to award the construction contract in the October - November 2017 timeframe. THIS IS A SOURCES SOUGHT NOTICE ONLY. Interested firms are invited to respond to this announcement by providing the following information: 1. Firm's name, address, point of contact, phone number, and e-mail address. 2. Firm's level of interest in competing on the solicitation when it is issued. 3. Firm's Business Size - Small, SDB, SDVOSB, HubZone, WOSB or Certified 8(a). 4. Firm's Bonding Capacity (construction bonding level per contract and aggregate construction bonding level, both expressed in dollars). 5. Firm's experience in successfully completed Design-Build projects of similar size and scope. NO SOLICITATION EXISTS. THIS REQUEST IS INTENDED ONLY TO IDENTIFY SOURCES OF PROSPECTIVE DESIGN BUILD FIRMS. The Government does not intend to award a contract on the basis of this sources sought announcement. The deadline to respond to this notice is December 30, 2016, 3:00 pm Eastern. No site visits to the facility are permitted. Requested information shall be limited to no more than 10 pages. Interested firms are instructed to submit written responses by e-mail to Angela.Wingert@ars.usda.gov. NO HARD COPY OR FACSIMILE SUBMISSION WILL BE ACCEPTED. Cover letters and extraneous materials (brochures, etc) will not be considered. No reimbursement will be made for any cost associated with providing information in response to this announcement or any follow-up information provided. All interested sources must respond to future solicitation announcements separately from responses to this market survey.
