Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6, as supplemented with additional information included with or attached to this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This combined synopsis/solicitation shall be posted on FEDBIZOPPS. The Solicitation number is P17PS00234. This solicitation is being issued as a Request for Quotations (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-85. It is the contractor's responsibility to be familiar with the applicable clauses and provisions. The clauses may be accessed in full text at this address: https://acquisition.gov/far/. The NAICS code for this acquisition is 424720, Gasoline merchant wholesalers (except bulk stations, terminals) with a small business size standard of 200 employees. This acquisition is set-aside 100 percent for small business. DESCRIPTION OF REQUIREMENTS. The National Park Service has a requirement for Ultra Low Sulfur Diesel to be delivered to Olympic National Park, Clallam County, Grays Harbor County, Mason County, in the State of Washington. The Vendor will be required to comply with all local, state, and federal laws pertaining to the transportation and delivery of Diesel Fuel. Fuel shall be Ultra Low Sulfur Diesel (on and off-road use). Deliveries are to multiple destinations throughout Olympic National Park to tanks ranging in size from 1,000 gallons to 2,000 gallons. FUEL TYPES. The contractor shall supply and deliver the following types of fuel: Ultra Low Sulfur Diesel (on and off-road use). The tank sizes vary between 1,000 and 2,000 gallons. DELIVERY LOCATIONS. Vendors shall deliver within two days of notification and be capable of delivering quantities of less than a full truckload. All deliveries under this order shall be accompanied by delivery tickets that shall contain the following minimum information: Name of supplier, Date of delivery, Itemized list of supplies (fuel type, quantity). Delivery locations are as follows: Tank locations and sizes are as follows: ¿Park Headquarters, 600 East Park, Port Angeles, WA 98362, Clallam County (2,000 gal on-road & 1,000 gal off-road ) ¿Lake Crescent/Barnes Point, 154 Barnes Point Road, WA 98362, Clallam County (1,000 gal off-road ) ¿Hoh Ranger Station, 18113 Upper Hoh River Road, Forks, WA 98331, Jefferson County (1,000 gal off-road ) ¿Kalaloch Ranger Station, 156954 Highway 101, Forks, WA 98331, Clallam County (1,000 gal off-road ) ¿Quinault Ranger Station, 913 North Shore Road, Amanda Park, WA 98526, Grays Harbor County (1,000 gal on-road & 1,000 gal off-road) PERIOD OR PERFORMANCE. The period of performance for this requirement is January 2017 ¿ May 2017. The Government anticipates a single Fixed Price with Economic Price Adjustment contract resulting from this solicitation to the responsible offeror whose quote, conforming to the solicitation, provides the best value to the Federal Government. Quote MUST be good for 30 calendar days after close of this solicitation. The government reserves the right to make award without discussions. The provision at FAR 52.212-2, Evaluation-Commercial Items is incorporated. The following factors shall be used to evaluate the offers: (a) technical approach and capability of the offeror to meet the needs of the Government (b) Past Performance and (c) Price. Technical and past performance, when combined, are approximately equal to price. For Technical Approach provide a narrative describing your intended approach towards delivery schedule. Include such information as hours of delivery, anticipated schedule for delivery (ie weekly, monthly, on call as needed, etc.) Also provide information concerning response time in emergency call out situations. Include information about the type of equipment used to deliver the product such as capacity bearing in mind that none of the tank locations are accessible by tanker. For past performance include a minimum of three but no more than five references for similar requirements performed within the previous five years. For pricing, include your method of determining price per gallon and the current price using proposed method of pricing. (For example: Terminal X Price plus $X.XX for delivery and mark up, current price using this method, $X.XX per gallon) Also include your proposed period of price redetermination. (For example: Per delivery, Monthly, Quarterly, etc.) If it is determined to be necessary to evaluate offers based on different terminals, the contracting officer may request historical pricing data using the offeror ¿s proposed pricing method. If necessary, the requested historical data shall not exceed four individual price points over the previous year. General statements that the offeror can or will comply with the requirements, that standard procedures will be used, that well known techniques will be used, or that paraphrases the RFQ's specifications in whole or in part, will not constitute compliance with the mandatory requirements concerning the content of the technical quotation. Any questions concerning this requirement must be submitted in writing to the Contracting Officer at Mickey_Hopkins@nps.gov by 2:00 PM PST Wednesday December 21, 2016. This announcement will close at 5.00 PM, PST on Friday December 30, 2016. Contractors must be registered in SAM at www.sam.gov to be eligible for award. All quotes shall include price(s) and pricing method to be used in fulfillment of this contract, a point of contact, name and phone number, business size, and payment terms. Each response must clearly indicate the capability of the offeror to meet all specifications and requirements. Quotes sent by fax will not be considered. SAM Registration ¿ Requirement to be Registered with status of ¿Active ¿ If the Offeror does not become registered in the SAM database in the time prescribed by the Contracting Officer, the Contracting Officer will proceed to award to the next otherwise successful registered Offeror. NOTE: The time prescribed by the Contracting Officer is the response date of this solicitation. Offerors must be registered in SAM.gov by the response date of this solicitation and the Offeror ¿s registration status must be ¿active ¿ upon submittal of quote.
