Description
Synopsis: For the Projectile Gun Unit (PGU)-43/B Training Cartridge, PGU-44/B High Explosive (HE) Cartridge, and the PGU-45/B High Fragmentation (HF) Cartridge, Load, Assemble and Pack. The U.S. Army Contracting Command-Rock Island (ACC-RI), Arsenal, Rock Island IL 61299-6000, on behalf of the Office of Project Manager for Combat Ammunition Systems (PM CAS), located at Picatinny Arsenal, New Jersey intends to issue a Request for Proposal (RFP) procurement of the 105mm Projectile Gun Unit (PGU)-43/B Training Cartridge, PGU-44/B High Explosive (HE) Cartridge, and the PGU-45/B High Fragmentation (HF) Cartridge. This effort is for the Load, Assemble and Pack (LAP) of these three cartridges for the Special Operations Command (SOCOM) for the AC-130 Gunship training and tactical missions. The CTG Artillery (ARTY) 105mm Training and Practice PGU-43/B Cartridge, DODIC CA22, National Item Identification Number (NIIN) 01-472-1854 is the designation for the 105mm Inert Cartridge with Supplementary charge. It is made by taking an old stock Army M1 projectile that does not pass the required 200 percent cast quality x-ray inspection, removing the Comp-B fill from the projectile body, refilling the projectile with inert filler, cavity drill and installation of a fuze well cup and reinstalling the TNT supplementary charge. The projectile is mated with a CYU-1B brass cartridge case (same cartridge case as the Army M14) containing the M28A2 percussion primer and the M67 propelling charge. The round is fitted with a M739A1 or the M557 fuze, depending on fuze availability. LAP of the round requires crimping the cartridge case to the projectile and packaging into PA71/A containers, which are then placed in a wire-bound box that holds 39 PGU-43/B cartridges. The CTG ARTY 105mm HE PGU-44/B Cartridge, DODIC CA34, NIIN 01-515-9269 is the designation for the 105mm Cartridge (similar to the Army 105mm HE M1 (MOD) Cartridge). It consists of a refurbished Army M1 projectile body that is filled with approximately 5 lbs. of Comp-B explosive, TNT Supplementary Charge, CYU-1/B brass cartridge case containing the M28A2 percussion primer and the M67 Propellant charge. The round is fitted with an FMU-153/B fuze. LAP of the round requires 200 percent x-ray inspection of the fill, crimping the cartridge case to the projectile and packaging into PA71/A containers which are then placed in the wire-bound box that holds 39 PGU-44/B cartridges. The CTG ARTY 105mm, HF, HE PGU-45/B Cartridge without Fuze, DODIC CA33, NIIN 01-514-8595 is the designation for the 105mm HF, HE Cartridge. LAP of the PGU-45/B consists of filling a new HF projectile body with approximately 5 lbs. of Comp-B explosive, fitting the round with a TNT Supplementary Charge, crimping the CYU-1/B brass cartridge case containing the M28A2 percussion primer to the projectile, and adding the M67 Propellant Charge. The projectile is then packaged into PA71/A containers, which are then placed in the wire bound box that holds 39 PGU-45/B cartridges. Competition for this effort will be limited to the National Technology and Industrial Base (NTIB), within the United States and Canada, under the authority of 10 U.S.C 2304(c)(3), as implemented by FAR 6.302-3(a)(2)(i), Industrial Mobilization; Engineering, Developmental, or Research Capability; or Expert Services. The Government intends to award a Firm Fixed Priced (FFP) Indefinite Delivery, Indefinite Quantity (IDIQ) contract with five one-year ordering periods covering FY17-FY21 requirements. The estimated contract value will be $78M. The minimum guarantee amount (MGA) is $2500, which will be issued concurrently with the base IDIQ award to the successful offeror. The offeror should possess all the necessary equipment, facilities and personnel to produce the PGU)-43/B, PGU-44/B and the PGU-45/B. The successful offeror will be expected to produce up to 8,000 PGU cartridges a month. Award will be made to the best overall proposal, which is determined to be the most beneficial to the Government. Each offeror will be evaluated against the solicitation criteria to determine if the offeror has the technical expertise, equipment, and personnel required to manufacture and manage the product in accordance with the solicitation requirements and delivery schedule as delineated in Section F of the solicitation.
