Description
The Naval Air Warfare Center Weapons Division (NAWCWD) intends to award a sole source Level of Effort (LOE) increase to Contract N68936-14-D-0008 based on FAR 6.302-1, Only One Responsible Source. The intended source is The Boeing Company (Boeing) because they are the sole designer, developer, integrator, manufacturer, and supplier of all variants of F/A-18 and EA-18G aircraft and incumbent on Contract N68936-14-D-0008. As such, Boeing is the only source with the unique combination of airframe and weapons system integration knowledge needed to perform the required mission support. The scope of this contract includes System Configuration Sets (SCS) upgrades consisting of software and hardware configuration changes for the F/A-18 and E/A-18G aircraft, including Foreign Military Sales (FMS) variants. The scope of the increase includes design, development, and implementation of upgraded software and ancillary hardware consisting of new work which was not planned at the time of contract award. The estimated LOE increase is approximately 223,000 hours within the current period of performance. Performance of the work required under this contract requires a Facility Clearance to the level of Top Secret. Boeing is the prime F/A-18 and EA-18G aircraft manufacturer, and is the only qualified source to perform this effort to meet fleet needs. Additionally, Boeing is the sole repository of the software development baseline and engineering airframe design, as well as being the software development experts for all tactical software and integration of the avionics to the aircraft weapon system. All responsible sources may submit a capability statement or proposal which shall be considered by the agency, however, any firm must clearly show their ability to perform the work without compromising the quality, accuracy, reliability, and schedule that would negatively affect the warfighter. Written responses shall be submitted by e-mail to the point(s) of contact listed below or mailed to the Contracting Office Address listed below no later than 15 days from this notice date.
