Description
Subject: Request for Information (RFI) Body Armor Modeling and Analysis THIS IS A REQUEST FOR INFORMATION (RFI) ONLY for modeling and analysis services capable of meeting the basic requirements described below. This is not a Request for Quotation (RFQ), Request for Proposal (RFP) or an Invitation for Bid (IFB). It is a market research tool being used to determine the availability and adequacy of potential sources for planning purposes only. Responses to this notice are not considered as offers and cannot be accepted by the Government to form a binding contract. The Government does not intend to award a contract on the basis of responses nor otherwise pay for the preparation of any information presented or the use of any such information. DESCRIPTION: The US Army Natick Soldier Research, Development, & Engineering Center (NSRDEC) is conducting a market survey to identify sources of service for conducting modeling and analysis for assessment of protective performance of body armor using the government-owned Integrated Casualty Estimation Model (ICEM) software. NSRDEC is the sponsor and model manager for ICEM, a military-specific personal protective equipment and munition performance assessment model. The use of the model involves, but is not limited to, modeling post-fire aspects of indirect-fired munitions, munition burst, fragment fly-out, manipulation and placement of three-dimensional (3-D) body armor components on human avatar, proper location, posturing, and orientation of the fitted avatars in specific scenarios, implementation of military specific fragmenting munitions, post-processing of the predicted wounding and various casualty scoring metrics, and assessment of the protective capability of the armor systems. This RFI is to determine the current availability of capabilities in the marketplace that could conduct analysis using the government provided ICEM model. Qualified vendors should meet the following critical capabilities: 1. An extensive understanding of the various aspects of military munitions including flight trajectory, orientation, yaw, angle of attack, burst pattern characteristics, and fragmentation effects of indirect-fired munitions; 2. An extensive knowledge of C++, Visual Studio, Microsoft Excel, and R software as well as other coding environments; 3. Experience with and an in-depth understanding of computer codes that utilize complex data relationships and interrelated algorithmic procedures; 4. Demonstrated experience with proper maintenance and modification of software code; 5. Familiarity with and knowledge of the Procrustean methodology that physical anthropologists use to adjust the morphology of different body types to the single body form; 6. Experience with and an in-depth understanding of trauma severity scores including, but not limited to, Abbreviated Injury Scale, Injury Severity Score, Modified Injury Severity Score, Revised Injury Severity Score, Military Combat Injury Scale, and Military Functional Incapacity Scale; 7. Experience in operations research, knowledge of simulation experimental design and selection and application of appropriate statistical methods; 8. An understanding of various input data formats and sensitivity analysis of simulation results to a number of different parameters; 9. An understanding of military projectiles, personal protective equipment, and body armor technologies 10. Demonstrate an ability to understand the problem domain from the perspective of different customers and to translate their questions into elements of a simulation run matrix to accurate address the needs and questions of the customer. REQUESTED INFORMATION: Vendors who believe they have technology capable of meeting the above requirements are requested to submit a short (no more than 10 pages total) summary, including Company name and address, Web page URL, point of contact with phone number and e-mail address, DUNS number, CAGE Code and a statement regarding any small business designation (if applicable), by the date and to the address noted below. The North American Industry Classification System (NAICS) code is 541712 and the small business size is 1,000 employees. Respondents should include a description of company's background, experience, and any other information that demonstrates value, performance, and capabilities. Respondents MUST include a statement as to whether the company is domestically or foreign owned. If foreign owned, please indicate country. Respondents are requested to provide information by Monday, 9 January 2017/3:00 PM Eastern Standard Time. Documents may be submitted via hardcopy and/or electronically, in Microsoft Word, Excel, Power Point, and/or Adobe Professional format, and provided on compact disk (CD). No telephonic responses to this RFI will be considered. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed. Information provided will be used to assess tradeoffs and alternatives available for any potential requirement. Input on technical aspects of the responses may be solicited by NSRDEC from non-Government consultants/experts who are bound by appropriate non-disclosure requirements. By responding to this RFI, the Respondent agrees to allow such input from non-Government consultants/experts concerning the information and materials submitted.
